9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
10 | 10 | SECTION 1. Subchapter C, Chapter 81, Natural Resources | |
11 | 11 | Code, is amended by adding Section 81.0661 to read as follows: | |
12 | 12 | Sec. 81.0661. OIL AND GAS INFRASTRUCTURE PROTECTION PLAN. | |
13 | 13 | (a) The commission shall develop and adopt a comprehensive plan to | |
14 | 14 | protect this state's oil and gas infrastructure, including | |
15 | 15 | wellheads and pipelines, from: | |
16 | 16 | (1) natural disasters; | |
17 | 17 | (2) severe weather events; | |
18 | 18 | (3) cybersecurity threats; | |
19 | 19 | (4) acts of terrorism; | |
20 | 20 | (5) widespread power outages; and | |
21 | 21 | (6) other potential threats to this state's oil and gas | |
22 | 22 | infrastructure. | |
23 | 23 | (b) The commission may seek input from stakeholders when | |
24 | 24 | developing the plan. | |
25 | 25 | (c) The commission shall periodically update the plan | |
26 | 26 | developed under this section. | |
27 | 27 | SECTION 2. Not later than September 1, 2022, the Railroad | |
28 | 28 | Commission of Texas shall adopt the initial oil and gas | |
29 | 29 | infrastructure protection plan required under Section 81.0661, | |
30 | 30 | Natural Resources Code, as added by this Act. | |
31 | 31 | SECTION 3. This Act takes effect September 1, 2021. |
