| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter C, Chapter 81, Natural Resources |
|---|
| 11 | 11 | | Code, is amended by adding Section 81.0661 to read as follows: |
|---|
| 12 | 12 | | Sec. 81.0661. ANNUAL NATURAL GAS INDUSTRY OVERVIEW. |
|---|
| 13 | 13 | | (a) The oil and gas division of the commission shall produce and |
|---|
| 14 | 14 | | submit to each standing committee of the legislature having primary |
|---|
| 15 | 15 | | jurisdiction over oil and gas matters an annual report for each |
|---|
| 16 | 16 | | state fiscal year that: |
|---|
| 17 | 17 | | (1) provides an overview and analysis of the oil and |
|---|
| 18 | 18 | | gas industry in this state for the fiscal year; and |
|---|
| 19 | 19 | | (2) anticipates potential issues facing the industry |
|---|
| 20 | 20 | | in the coming fiscal year. |
|---|
| 21 | 21 | | (b) In providing the overview under Subsection (a)(1), the |
|---|
| 22 | 22 | | commission shall include: |
|---|
| 23 | 23 | | (1) an analysis of the strengths and weaknesses of the |
|---|
| 24 | 24 | | industry; and |
|---|
| 25 | 25 | | (2) a summary of any significant events or challenges |
|---|
| 26 | 26 | | experienced or vulnerabilities in infrastructure that were |
|---|
| 27 | 27 | | exposed. |
|---|
| 28 | 28 | | (c) In providing a projection for the coming fiscal year |
|---|
| 29 | 29 | | under Subsection (a)(2) the commission shall: |
|---|
| 30 | 30 | | (1) provide production estimates; and |
|---|
| 31 | 31 | | (2) describe any major maintenance and operation |
|---|
| 32 | 32 | | issues expected to affect the natural gas infrastructure in this |
|---|
| 33 | 33 | | state. |
|---|
| 34 | 34 | | (d) The commission shall seek input from stakeholders when |
|---|
| 35 | 35 | | developing each annual overview. |
|---|
| 36 | 36 | | SECTION 2. This Act takes effect September 1, 2021. |
