| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter A, Chapter 31, Utilities Code, is |
|---|
| 11 | 11 | | amended by adding Section 31.006 to read as follows: |
|---|
| 12 | 12 | | Sec. 31.006. ANNUAL INDUSTRY OVERVIEW. (a) The commission |
|---|
| 13 | 13 | | shall produce and submit to each standing committee of the |
|---|
| 14 | 14 | | legislature having primary jurisdiction over matters related to |
|---|
| 15 | 15 | | electric utilities an annual report for each state fiscal year |
|---|
| 16 | 16 | | that: |
|---|
| 17 | 17 | | (1) assesses the operations and integrity of the |
|---|
| 18 | 18 | | regional electric network in this state; and |
|---|
| 19 | 19 | | (2) anticipates potential issues facing the industry |
|---|
| 20 | 20 | | in the coming fiscal year. |
|---|
| 21 | 21 | | (b) In providing the overview under Subsection (a)(1), the |
|---|
| 22 | 22 | | commission shall include: |
|---|
| 23 | 23 | | (1) an analysis of the strengths and weaknesses of the |
|---|
| 24 | 24 | | regional electric network; |
|---|
| 25 | 25 | | (2) a summary of any significant events or challenges |
|---|
| 26 | 26 | | experienced or vulnerabilities in the regional electric network |
|---|
| 27 | 27 | | that were exposed; and |
|---|
| 28 | 28 | | (3) changes in the supply of and demand for |
|---|
| 29 | 29 | | electricity in this state. |
|---|
| 30 | 30 | | (c) In providing a projection for the coming fiscal year |
|---|
| 31 | 31 | | under Subsection (a)(2) the commission shall project: |
|---|
| 32 | 32 | | (1) facility changes and wear and tear on equipment |
|---|
| 33 | 33 | | used to provide electricity service in this state; and |
|---|
| 34 | 34 | | (2) the potential effects of population growth on the |
|---|
| 35 | 35 | | regional electric network. |
|---|
| 36 | 36 | | SECTION 2. This Act takes effect September 1, 2021. |
