411 AN ACT
512 relating to the eligibility of the Windham School District to
613 participate in the Jobs and Education for Texans (JET) Grant
714 Program.
815 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
916 SECTION 1. Section 134.004, Education Code, is amended to
1017 read as follows:
1118 Sec. 134.004. JOBS AND EDUCATION FOR TEXANS (JET) GRANT
1219 PROGRAM. (a) The commission shall establish and administer the Jobs
1320 and Education for Texans (JET) Grant Program to provide grants to
1421 public junior colleges, public technical institutes, public state
1522 colleges, and [independent] school districts described under
1623 Section 134.007 that apply to the advisory board in the manner
1724 prescribed by the advisory board. The commission shall award the
1825 grants on the advice and recommendations of the advisory board.
1926 (b) Grants may be awarded under this chapter from the Jobs
2027 and Education for Texans (JET) fund to defray the start-up costs
2128 associated with the development of new career and technical
2229 education programs at public junior colleges, public technical
2330 institutes, public state colleges, and [independent] school
2431 districts described under Section 134.007 that meet the
2532 requirements of Section 134.006.
2633 SECTION 2. Sections 134.006(a), (c), and (d), Education
2734 Code, are amended to read as follows:
2835 (a) The commission may award a grant for the development of
2936 new career and technical education courses or programs at public
3037 junior colleges, public technical institutes, public state
3138 colleges, and [independent] school districts described under
3239 Section 134.007.
3340 (c) In awarding a grant under this section, the commission
3441 shall primarily consider the potential economic returns to the
3542 state from the development of the career and technical education
3643 course or program. The commission may also consider whether the
3744 course or program:
3845 (1) is part of a new, emerging industry or high-demand
3946 occupation;
4047 (2) offers new or expanded dual credit career and
4148 technical educational opportunities in public high schools; [or]
4249 (3) offers new career and technical educational
4350 opportunities not previously available to students enrolled at any
4451 campus in the Windham School District; or
4552 (4) is provided in cooperation with other public
4653 junior colleges, public technical institutes, or public state
4754 colleges across existing service areas.
4855 (d) To be eligible to receive a grant under this section, a
4956 public junior college, public technical institute, public state
5057 college, or [independent] school district described under Section
5158 134.007 must provide matching funds in accordance with rules
5259 adopted under Section 134.008. The matching funds may be obtained
5360 from any source available to the public junior college, public
5461 technical institute, public state college, or [independent] school
5562 district, including industry consortia, community or foundation
5663 grants, individual contributions, and local governmental agency
5764 operating funds.
5865 SECTION 3. Section 134.007, Education Code, is amended to
5966 read as follows:
6067 Sec. 134.007. GRANTS AWARDED TO [INDEPENDENT] SCHOOL
6168 DISTRICT. The commission may award a grant to a [an independent]
6269 school district under this chapter if the district:
6370 (1) is an independent school district and has entered
6471 into a partnership with a public junior college, public technical
6572 institute, or public state college for the purpose of:
6673 (A) [(1)] promoting career and technical
6774 education to the district's students; or
6875 (B) [(2)] offering dual credit courses to the
6976 district's students; or
7077 (2) is the Windham School District.
7178 SECTION 4. This Act takes effect September 1, 2021.
