4	11		AN ACT
5	12		relating to the eligibility of the Windham School District to
6	13		participate in the Jobs and Education for Texans (JET) Grant
7	14		Program.
8	15		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
9	16		SECTION 1. Section 134.004, Education Code, is amended to
10	17		read as follows:
11	18		Sec. 134.004. JOBS AND EDUCATION FOR TEXANS (JET) GRANT
12	19		PROGRAM. (a) The commission shall establish and administer the Jobs
13	20		and Education for Texans (JET) Grant Program to provide grants to
14	21		public junior colleges, public technical institutes, public state
15	22		colleges, and [independent] school districts described under
16	23		Section 134.007 that apply to the advisory board in the manner
17	24		prescribed by the advisory board. The commission shall award the
18	25		grants on the advice and recommendations of the advisory board.
19	26		(b) Grants may be awarded under this chapter from the Jobs
20	27		and Education for Texans (JET) fund to defray the start-up costs
21	28		associated with the development of new career and technical
22	29		education programs at public junior colleges, public technical
23	30		institutes, public state colleges, and [independent] school
24	31		districts described under Section 134.007 that meet the
25	32		requirements of Section 134.006.
26	33		SECTION 2. Sections 134.006(a), (c), and (d), Education
27	34		Code, are amended to read as follows:
28	35		(a) The commission may award a grant for the development of
29	36		new career and technical education courses or programs at public
30	37		junior colleges, public technical institutes, public state
31	38		colleges, and [independent] school districts described under
32	39		Section 134.007.
33	40		(c) In awarding a grant under this section, the commission
34	41		shall primarily consider the potential economic returns to the
35	42		state from the development of the career and technical education
36	43		course or program. The commission may also consider whether the
37	44		course or program:
38	45		(1) is part of a new, emerging industry or high-demand
39	46		occupation;
40	47		(2) offers new or expanded dual credit career and
41	48		technical educational opportunities in public high schools; [or]
42	49		(3) offers new career and technical educational
43	50		opportunities not previously available to students enrolled at any
44	51		campus in the Windham School District; or
45	52		(4) is provided in cooperation with other public
46	53		junior colleges, public technical institutes, or public state
47	54		colleges across existing service areas.
48	55		(d) To be eligible to receive a grant under this section, a
49	56		public junior college, public technical institute, public state
50	57		college, or [independent] school district described under Section
51	58		134.007 must provide matching funds in accordance with rules
52	59		adopted under Section 134.008. The matching funds may be obtained
53	60		from any source available to the public junior college, public
54	61		technical institute, public state college, or [independent] school
55	62		district, including industry consortia, community or foundation
56	63		grants, individual contributions, and local governmental agency
57	64		operating funds.
58	65		SECTION 3. Section 134.007, Education Code, is amended to
59	66		read as follows:
60	67		Sec. 134.007. GRANTS AWARDED TO [INDEPENDENT] SCHOOL
61	68		DISTRICT. The commission may award a grant to a [an independent]
62	69		school district under this chapter if the district:
63	70		(1) is an independent school district and has entered
64	71		into a partnership with a public junior college, public technical
65	72		institute, or public state college for the purpose of:
66	73		(A) [(1)] promoting career and technical
67	74		education to the district's students; or
68	75		(B) [(2)] offering dual credit courses to the
69	76		district's students; or
70	77		(2) is the Windham School District.
71	78		SECTION 4. This Act takes effect September 1, 2021.
