66 relating to the career and technology education allotment.
77 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
88 SECTION 1. Section 48.106, Education Code, is amended to
99 read as follows:
1010 Sec. 48.106. CAREER AND TECHNOLOGY EDUCATION ALLOTMENT.
1111 (a) For each full-time equivalent student in average daily
1212 attendance in an approved career and technology education program
1313 in grades 7 through 12, a district is entitled to:
1414 (1) an annual allotment equal to the basic allotment
1515 multiplied by a weightthe largest of the following weights for
1616 which the time included as a full-time equivalent student
1717 qualifies:of 1.35; and
1818 (2) $50 for each of the following in which the student
1919 is enrolled :
2020 (A) two or more advanced career and technology
2121 education classes for a total of three or more credits ;
2222 (B) a campus designated as a P-TECH school under
2323 Section 29.556; or
2424 (C) a campus that is a member of the New Tech
2525 Network and that focuses on project-based learning and work-based
2626 education.
2727 (1) 1.0; All CTE courses not in an approved program of
2828 study
2929 (2) 1.28 for career and technology level 1 and 2
3030 courses in an approved program of study; or
3131 (3) 1.48 for a career and technology education level 3
3232 and 4 courses in an approved program of study.
3333 (c) A district is entitled to $50 for each student in
3434 average daily attendance enrolled in each of the following:
3535 (1) a campus designated as a P-TECH school under
3636 Section 29.556; or
3737 (2) a campus that is a member of the New Tech Network
3838 and that focuses on project-based learning and work-based
3939 education.
4040 (d) In this section:
4141 (1) "Career and technology education class" and
4242 "Approved career and technology education program" is a sequence of
4343 career and technology courses, including technology applications
4444 courses, authorized by the State Board of Educationinclude
4545 technology applications courses.
4646 (2) "Full-time equivalent student" means 30 hours of
4747 contact a week between a student and career and technology
4848 education program personnel.
4949 (3) "Approved career and technology education
5050 program" in grades 7 and 8, only includes courses that would qualify
5151 in grades 9-12.
5252 (4) "Program of study" means a course sequence that
5353 provides students with the knowledge and skills necessary for
5454 success in their chosen career and that is approved by the agency
5555 per the Strengthening Career and Technical Education for the 21st
5656 Century Act (Perkins V).
5757 (c) (e) At least 55 percent of the funds allocated under
5858 this section must be used in providing career and technology
5959 education programs in grades 7 through 12.
6060 (f) The agency shall identify programs of study and courses
6161 that qualify for subsections (b)(2) and (3).
6262 SECTION 2. This Act takes effect immediately if it receives
6363 a vote of two-thirds of all the members elected to each house, as
6464 provided by Section 39, Article III, Texas Constitution. If this
6565 Act does not receive the vote necessary for immediate effect, this
6666 Act takes effect September 1, 2021.
