55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the career and technology education allotment and the
88 formula transition grant under the Foundation School Program.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 48.106(a), Education Code, is amended to
1111 read as follows:
1212 (a) For each full-time equivalent student in average daily
1313 attendance in an approved career and technology education program
1414 in grades 7 through 12, a district is entitled to:
1515 (1) an annual allotment equal to the basic allotment,
1616 or, if applicable, the sum of the basic allotment and the allotment
1717 under Section 48.101 to which the district is entitled, multiplied
1818 by a weight of 1.35; and
1919 (2) $50 for each of the following in which the student
2020 is enrolled:
2121 (A) two or more advanced career and technology
2222 education classes for a total of three or more credits;
2323 (B) a campus designated as a P-TECH school under
2424 Section 29.556; or
2525 (C) a campus that is a member of the New Tech
2626 Network and that focuses on project-based learning and work-based
2727 education.
2828 SECTION 2. Section 48.277, Education Code, is amended by
2929 adding Subsections (d-4) and (d-5) to read as follows:
3030 (d-4) Notwithstanding any other provision of this section,
3131 the total amount that may be used to provide allotments under this
3232 section may not exceed:
3333 (1) for the 2021-2022 school year, the amount used to
3434 provide allotments under this section for the 2019-2020 school
3535 year;
3636 (2) for the 2022-2023 school year, $250 million;
3737 (3) for the 2023-2024 school year, $100 million; and
3838 (4) for the 2024-2025 school year, $50 million.
3939 (d-5) If the total amount of allotments to which districts
4040 are entitled under this section for a school year exceeds the amount
4141 permitted under Subsection (d-4), the commissioner shall reduce
4242 each district's allotment under this section in the manner provided
4343 by Section 48.266(f).
4444 SECTION 3. This Act takes effect September 1, 2021.
