118 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
12- SECTION 1. APPLICABILITY. This Act does not apply to
13- trails used for motorized vehicles.
14- SECTION 2. STUDY. (a) The Parks and Wildlife Department
15- shall conduct a study on establishing a regional connected trails
16- system throughout the state to provide recreational opportunities
17- for Texans and highlight this state's scenery, wildlife, and
18- history. The study must evaluate and may develop recommendations
19- regarding:
20- (1) the feasibility of establishing a regional
21- connected trails system;
22- (2) proposed locations of regional connected trails;
23- (3) strategies for integrating existing trails into a
24- regional connected trails system;
25- (4) the capacity of the department to oversee a
26- regional connected trails system;
27- (5) the proposed allocation of state resources to fund
28- a regional connected trails system; and
29- (6) alternative proposals to increase, connect, and
30- protect outdoor recreational trails.
9+ SECTION 1. (a) The Parks and Wildlife Department shall
10+ conduct a study and issue a report regarding the feasibility of
11+ establishing regional connected trails system throughout the state
12+ that provides recreational opportunities for Texans and highlights
13+ the state's scenery, wildlife, and history.
3114 (b) In conducting the study, the department shall consult
32- with:
33- (1) Texas Department of Transportation;
34- (2) Texas Historical Commission;
35- (3) federal land management agencies; and
36- (4) counties and municipalities who maintain parks
37- with relevant trails.
38- SECTION 3. REPORT. Not later than December 1, 2022, the
39- Parks and Wildlife Department shall submit to the governor, the
40- lieutenant governor, the speaker of the house of representatives,
41- and the chair of each committee of the legislature that has primary
42- jurisdiction over the department a written report that summarizes
43- the findings of the study conducted and any recommendations
44- developed under Section 2 of this Act.
45- SECTION 4. EXPIRATION. This Act expires February 1, 2023.
46- SECTION 5. EFFECTIVE DATE. This Act takes effect
47- immediately if it receives a vote of two-thirds of all the members
48- elected to each house, as provided by Section 39, Article III, Texas
49- Constitution. If this Act does not receive the vote necessary for
50- immediate effect, this Act takes effect September 1, 2021.

20+ (1) potential regional connected trail projects;

22+ into the projects;
23+ (3) the capacity of the department to oversee regional
24+ connected trails;
25+ (4) allocation of state resources to fund this type of
26+ program;
27+ (5) Proposals to increase, connect, and protect
28+ outdoor recreational trails across the state.
29+ (d) This section does not apply to trails used for motorized
30+ vehicles.
31+ (d) Not later than December 1, 2022, the department shall
32+ report to the governor and the legislature the findings of the study
33+ and any recommendations developed by the department under this
34+ section.
35+ (e) This section expires September 1, 2023.
36+ SECTION 2. This Act takes effect September 1, 2021.
