106 relating to training for peace officers on the laws pertaining to
117 forced abortions.
128 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
139 SECTION 1. Section 1701.253, Occupations Code, is amended
1410 by adding Subsection (q) to read as follows:
1511 (q) As part of the minimum curriculum requirements, the
1612 commission shall require an officer to complete the education and
1713 training program developed under Section 1701.269 on the laws
1814 pertaining to forced abortions. An officer shall complete the
1915 program not later than the last day of the first full continuing
2016 education training period after the officer is licensed under this
2117 chapter unless the officer completes the program as part of the
2218 officer's basic training course.
2319 SECTION 2. Subchapter F, Chapter 1701, Occupations Code, is
2420 amended by adding Section 1701.269 to read as follows:
2521 Sec. 1701.269. TRAINING ON LAWS PERTAINING TO FORCED
2622 ABORTIONS. (a) The commission shall develop a one-hour education
2723 and training program on the laws pertaining to forced abortions.
2824 (b) The training must include instruction related to the
29- circumstances under which forced abortions commonly occur and the
25+ circumstances under which forced abortions commonly occur, the
3026 rights of pregnant women, including minors.
3127 (c) The commission shall regularly review the content of the
3228 training program under this section and update the program as
3329 necessary.
3430 SECTION 3. Not later than January 1, 2022, the Texas
3531 Commission on Law Enforcement shall establish the education and
3632 training program required by Section 1701.269, Occupations Code, as
3733 added by this Act.
3834 SECTION 4. Section 1701.253(q), Occupations Code, as added
3935 by this Act, applies only to a person who submits an application for
4036 a peace officer license under Chapter 1701, Occupations Code, on or
4137 after January 1, 2022. A person who submits an application for a
4238 peace officer license under Chapter 1701, Occupations Code, before
4339 January 1, 2022, is governed by the law in effect immediately before
4440 the effective date of this Act, and the former law is continued in
4541 effect for that purpose.
4642 SECTION 5. This Act takes effect September 1, 2021.
