9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
10 | 10 | SECTION 1. Chapter 140, Local Government Code, is amended | |
11 | 11 | by adding Section 140.013 to read as follows: | |
12 | 12 | Sec. 140.013. PROHIBITION ON PROVIDING UNIVERSAL BASIC | |
13 | 13 | INCOME. (a) In this section, "universal basic income" means | |
14 | 14 | unconditional cash grants of equal amounts issued on a regular | |
15 | 15 | basis to individual residents of a political subdivision. The term | |
16 | 16 | includes a basic income, monthly income, or minimum income paid to | |
17 | 17 | each individual resident of the political subdivision without | |
18 | 18 | regard to the individual's circumstances. | |
19 | 19 | (b) Notwithstanding any other law, a political subdivision | |
20 | 20 | may not adopt or enforce an ordinance, order, or other measure | |
21 | 21 | providing for a universal basic income. | |
22 | 22 | SECTION 2. This Act takes effect immediately if it receives | |
23 | 23 | a vote of two-thirds of all the members elected to each house, as | |
24 | 24 | provided by Section 39, Article III, Texas Constitution. If this | |
25 | 25 | Act does not receive the vote necessary for immediate effect, this | |
26 | 26 | Act takes effect September 1, 2021. |
