| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Subchapter Z, Chapter 39, Utilities Code, is |
|---|
| 10 | 10 | | amended to read as follows: |
|---|
| 11 | 11 | | (a) The Public Utility Commission of Texas shall work with |
|---|
| 12 | 12 | | the independent organization certified under Section 39.151, |
|---|
| 13 | 13 | | Utilities Code, for the ERCOT power region to: |
|---|
| 14 | 14 | | (1) study and provide an analysis of load shed |
|---|
| 15 | 15 | | protocols implemented by the independent organization during |
|---|
| 16 | 16 | | extreme weather events, to determine whether residential elderly |
|---|
| 17 | 17 | | customers, low income residential customers, or residential |
|---|
| 18 | 18 | | customers with high risk medical conditions, experience harmful |
|---|
| 19 | 19 | | effects from the protocols; and |
|---|
| 20 | 20 | | (2) consider changes that may be required to improve |
|---|
| 21 | 21 | | reliability of the electric grid system, including reducing rolling |
|---|
| 22 | 22 | | blackouts during extreme weather conditions. |

| 23 | 23 | | (b) In conducting the analysis under Subsection (a) of this |
|---|
| 24 | 24 | | section, the commission must; |
|---|
| 25 | 25 | | (1) seek stakeholder input and consider all generation |
|---|
| 26 | 26 | | resources, including distributed generation, electric storage, |
|---|
| 27 | 27 | | demand response, energy efficiency, and power generation; and |
|---|
| 28 | 28 | | (2) provide an opportunity for a public hearing and |
|---|
| 29 | 29 | | the submission of public comment. |
|---|
| 30 | 30 | | (c) The commission shall submit the study described by |
|---|
| 31 | 31 | | Subsection (a) to the lieutenant governor, the speaker of the house |
|---|
| 32 | 32 | | of representatives, and the members of the legislature not later |
|---|
| 33 | 33 | | than December 1, 2021. |
|---|
| 34 | 34 | | SECTION 2. This Act takes effect September 1, 2021. |
