55 AN ACT
66 relating to the load shed protocols within the ERCOT power region;
77 authorizing a study.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Subchapter Z, Chapter 39, Utilities Code, is
1010 amended to read as follows:
1111 (a) The Public Utility Commission of Texas shall work with
1212 the independent organization certified under Section 39.151,
1313 Utilities Code, for the ERCOT power region to:
1414 (1) study and provide an analysis of load shed
1515 protocols implemented by the independent organization during
1616 extreme weather events, to determine whether residential elderly
1717 customers, low income residential customers, or residential
1818 customers with high risk medical conditions, experience harmful
1919 effects from the protocols; and
2020 (2) consider changes that may be required to improve
2121 reliability of the electric grid system, including reducing rolling
2222 blackouts during extreme weather conditions.
2323 (b) In conducting the analysis under Subsection (a) of this
2424 section, the commission must;
2525 (1) seek stakeholder input and consider all generation
2626 resources, including distributed generation, electric storage,
2727 demand response, energy efficiency, and power generation; and
2828 (2) provide an opportunity for a public hearing and
2929 the submission of public comment.
3030 (c) The commission shall submit the study described by
3131 Subsection (a) to the lieutenant governor, the speaker of the house
3232 of representatives, and the members of the legislature not later
3333 than December 1, 2021.
3434 SECTION 2. This Act takes effect September 1, 2021.
