911 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1012 SECTION 1. Chapter 531, Government Code, is amended by
1113 adding Subchapter M-2 to read as follows:
1214 SUBCHAPTER M-2. STATEWIDE INTERAGENCY AGING SERVICES COORDINATING
1315 COUNCIL
1416 Sec. 531.491. DEFINITION. In this subchapter, "council"
1517 means the statewide interagency aging services coordinating
1618 council.
1719 Sec. 531.492. PURPOSE. The council is established to
1820 ensure a strategic statewide approach to interagency aging
1921 services.
2022 Sec. 531.493. COMPOSITION OF COUNCIL. (a) Subject to
2123 Subsection (b), the council is composed of at least one
2224 representative designated by each of the following agencies and
2325 entities:
2426 (1) the governor's office;
2527 (2) the commission, including one representative of
2628 the commission's agency services coordination office;
2729 (3) the Department of Family and Protective Services;
2830 (4) the Department of State Health Services;
2931 (5) the Department of Agriculture's office of rural
3032 health;
3133 (6) the Texas Veterans Commission;
3234 (7) the Texas Workforce Commission;
3335 (8) the office of the attorney general;
3436 (9) the Barshop Institute for Longevity and Aging
3537 Studies at The University of Texas Health Science Center at San
3638 Antonio;
3739 (10) the Texas Aging and Longevity Center at The
3840 University of Texas at Austin; and
3941 (11) the Center for Population Health and Aging at
4042 Texas A&M University.
4143 (b) The executive commissioner shall determine the number
4244 of representatives that each agency or entity may designate to
4345 serve on the council.
4446 (c) The council may authorize another state agency or entity
4547 that provides specific interagency aging services with the use of
4648 appropriated money to designate a representative to the council.
4749 (d) A council member serves at the pleasure of the
4850 designating entity.
4951 Sec. 531.494. PRESIDING OFFICER. The representative of the
5052 commission's agency services coordination office designated under
5153 Section 531.493(a) shall serve as the presiding officer.
5254 Sec. 531.495. MEETINGS. The council shall meet at least
5355 once quarterly or more frequently at the call of the presiding
5456 officer.
5557 Sec. 531.496. POWERS AND DUTIES. The council:
5658 (1) shall develop and submit to the executive
5759 commissioner a five-year statewide interagency aging services
5860 strategic plan;
5961 (2) shall develop a biennial coordinated statewide
6062 interagency aging services expenditure proposal;
6163 (3) shall annually publish an updated inventory of
6264 state-funded interagency aging programs and services that includes
6365 a description of how those programs and services further the
6466 purpose of the statewide interagency aging services strategic plan;
6567 (4) may facilitate opportunities to increase
6668 collaboration for the effective expenditure of available federal
6769 and state funds for interagency aging services in this state; and
6870 (5) may establish subcommittees as necessary to carry
6971 out the council's duties under this subchapter.
7072 SECTION 2. This Act takes effect immediately if it receives
7173 a vote of two-thirds of all the members elected to each house, as
7274 provided by Section 39, Article III, Texas Constitution. If this
7375 Act does not receive the vote necessary for immediate effect, this
7476 Act takes effect September 1, 2021.
