4	10		AN ACT
5	11		relating to the election of members of the board of directors of the
6	12		Travis County Water Control and Improvement District No. 17.
7	13		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
8	14		SECTION 1. Chapter 9017, Special District Local Laws Code,
9	15		is amended by adding Subchapter C to read as follows:
10	16		SUBCHAPTER C. BOARD OF DIRECTORS
11	17		Sec. 9017.101. GOVERNING BODY; TERMS. (a) The district is
12	18		governed by a board of five directors.
13	19		(b) Directors serve staggered four-year terms, with two or
14	20		three directors' terms expiring at the first meeting of the board
15	21		after the November election in even-numbered years and after the
16	22		board has canvassed the votes and the newly elected directors have
17	23		qualified for office and taken the constitutional oath.
18	24		Sec. 9017.102. ELECTION DATE. The district shall hold an
19	25		election to elect the appropriate number of directors on the
20	26		uniform election date prescribed by Section 41.001, Election Code,
21	27		in November of each even-numbered year.
22	28		SECTION 2. A director of the board of the Travis County
23	29		Water Control and Improvement District No. 17 who is serving on the
24	30		day before the effective date of this Act shall serve until the
25	31		director's term expires. A director whose term expires in May 2022
26	32		shall continue to serve until the director's successor has
27	33		qualified for office and taken the constitutional oath following
28	34		the directors' election held on November 8, 2022, in accordance
29	35		with Sections 9017.101 and 9017.102, Special District Local Laws
30	36		Code, as added by this Act. A director whose term expires in May
31	37		2024 shall continue to serve until the director's successor has
32	38		qualified for office and taken the constitutional oath following
33	39		the directors' election held on November 5, 2024.
34	40		SECTION 3. (a) The legal notice of the intention to
35	41		introduce this Act, setting forth the general substance of this
36	42		Act, has been published as provided by law, and the notice and a
37	43		copy of this Act have been furnished to all persons, agencies,
38	44		officials, or entities to which they are required to be furnished
39	45		under Section 59, Article XVI, Texas Constitution, and Chapter 313,
40	46		Government Code.
41	47		(b) The governor, one of the required recipients, has
42	48		submitted the notice and Act to the Texas Commission on
43	49		Environmental Quality.
44	50		(c) The Texas Commission on Environmental Quality has filed
45	51		its recommendations relating to this Act with the governor, the
46	52		lieutenant governor, and the speaker of the house of
47	53		representatives within the required time.
48	54		(d) All requirements of the constitution and laws of this
49	55		state and the rules and procedures of the legislature with respect
50	56		to the notice, introduction, and passage of this Act are fulfilled
51	57		and accomplished.
52	58		SECTION 4. This Act takes effect immediately if it receives
53	59		a vote of two-thirds of all the members elected to each house, as
54	60		provided by Section 39, Article III, Texas Constitution. If this
55	61		Act does not receive the vote necessary for immediate effect, this
56	62		Act takes effect September 1, 2021.
