55 AN ACT
66 relating to the creation of the Texas Veterans County Service
77 Officer Task Force.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Subchapter B, Chapter 434, Government Code, is
1010 amended by adding Section 434.040 to read as follows:
1111 Sec. 434.040. TEXAS VETERANS COUNTY SERVICE OFFICER TASK
1212 FORCE. (a) In this section:
1313 (1) "Rural county" means a county with a population of
1414 less than 200,000.
1515 (2) "Task force" means the Texas Veterans County
1616 Service Officer Task Force.
1717 (3) "Urban county" means a county with a population of
1818 200,000 or more.
1919 (b) The Texas Veterans County Service Officer Task Force is
2020 established to study the impact and efficacy of officers in this
2121 state.
2222 (c) The task force is composed of the following nine
2323 members:
2424 (1) the chair of the House Committee on Defense and
2525 Veterans' Affairs;
2626 (2) the chair of the Senate Committee on Veteran
2727 Affairs and Border Security;
2828 (3) a representative of the commission;
2929 (4) the chair of the Veterans County Service Officer
3030 Advisory Committee;
3131 (5) a representative of the Texas Coalition of
3232 Veterans Organizations;
3333 (6) an officer representing a rural county selected by
3434 the chair of the House Committee on Defense and Veterans' Affairs;
3535 (7) an officer representing an urban county selected
3636 by the chair of the House Committee on Defense and Veterans'
3737 Affairs;
3838 (8) an officer representing a rural county selected by
3939 the chair of the Senate Committee on Veteran Affairs and Border
4040 Security; and
4141 (9) an officer representing an urban county selected
4242 by the chair of the Senate Committee on Veteran Affairs and Border
4343 Security.
4444 (d) The chairs of the House Committee on Defense and
4545 Veterans' Affairs and Senate Committee on Veteran Affairs and
4646 Border Security serve as co-chairs of the task force.
4747 (e) A recommendation of the task force must be approved by a
4848 majority vote of the members of the task force.
4949 (f) Each member of the task force has one vote.
5050 (g) The task force shall:
5151 (1) examine the role and duties of officers in each
5252 county;
5353 (2) identify the regions of this state that are in need
5454 of officers; and
5555 (3) determine types and levels of support needed from
5656 this state in order for officers to appropriately advocate for the
5757 veterans served by the officers.
5858 (h) Not later than December 1, 2022, the commission shall
5959 prepare and submit a report based on recommendations of the task
6060 force regarding the issues described in Subsection (g) to the
6161 Senate Committee on Veteran Affairs and Border Security and House
6262 Committee on Defense and Veterans' Affairs. The report must be
6363 approved by a majority vote of the members of the task force.
6464 (i) This section expires January 1, 2023.
6565 SECTION 2. This Act takes effect September 1, 2021.
