55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the participation of open-enrollment charter schools in
88 the Jobs and Education for Texans (JET) Grant Program.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 134.004, Education Code, is amended to
1111 read as follows:
1212 Sec. 134.004. JOBS AND EDUCATION FOR TEXANS (JET) GRANT
1313 PROGRAM. (a) The commission shall establish and administer the
1414 Jobs and Education for Texans (JET) Grant Program to provide grants
1515 to public junior colleges, public technical institutes, public
1616 state colleges, and independent school districts and
1717 open-enrollment charter schools described under Section 134.007
1818 that apply to the advisory board in the manner prescribed by the
1919 advisory board. The commission shall award the grants on the advice
2020 and recommendations of the advisory board.
2121 (b) Grants may be awarded under this chapter from the Jobs
2222 and Education for Texans (JET) fund to defray the start-up costs
2323 associated with the development of new career and technical
2424 education programs at public junior colleges, public technical
2525 institutes, public state colleges, and independent school
2626 districts and open-enrollment charter schools described under
2727 Section 134.007 that meet the requirements of Section 134.006.
2828 SECTION 2. Sections 134.006(a) and (d), Education Code, are
2929 amended to read as follows:
3030 (a) The commission may award a grant for the development of
3131 new career and technical education courses or programs at public
3232 junior colleges, public technical institutes, public state
3333 colleges, [and] independent school districts, and open-enrollment
3434 charter schools.
3535 (d) To be eligible to receive a grant under this section, a
3636 public junior college, public technical institute, public state
3737 college, or independent school district or open-enrollment charter
3838 school described under Section 134.007 must provide matching funds
3939 in accordance with rules adopted under Section 134.008. The
4040 matching funds may be obtained from any source available to the
4141 public junior college, public technical institute, public state
4242 college, [or] independent school district, or open-enrollment
4343 charter school, including industry consortia, community or
4444 foundation grants, individual contributions, and local
4545 governmental agency operating funds.
4646 SECTION 3. Section 134.007, Education Code, is amended to
4747 read as follows:
4848 Sec. 134.007. GRANTS AWARDED TO INDEPENDENT SCHOOL DISTRICT
4949 OR OPEN-ENROLLMENT CHARTER SCHOOL. The commission may award a
5050 grant to an independent school district or open-enrollment charter
5151 school under this chapter if the district or school has entered into
5252 a partnership with a public junior college, public technical
5353 institute, or public state college for the purpose of:
5454 (1) promoting career and technical education to the
5555 district's or school's students; or
5656 (2) offering dual credit courses to the district's or
5757 school's students.
5858 SECTION 4. This Act takes effect immediately if it receives
5959 a vote of two-thirds of all the members elected to each house, as
6060 provided by Section 39, Article III, Texas Constitution. If this
6161 Act does not receive the vote necessary for immediate effect, this
6262 Act takes effect September 1, 2021.
