7 | 7 | | relating to the participation of open-enrollment charter schools in |

8 | 8 | | the Jobs and Education for Texans (JET) Grant Program. |

9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Section 134.004, Education Code, is amended to |
---|
11 | 11 | | read as follows: |
---|
12 | 12 | | Sec. 134.004. JOBS AND EDUCATION FOR TEXANS (JET) GRANT |
---|
13 | 13 | | PROGRAM. (a) The commission shall establish and administer the |
---|
14 | 14 | | Jobs and Education for Texans (JET) Grant Program to provide grants |
---|
15 | 15 | | to public junior colleges, public technical institutes, public |
---|
16 | 16 | | state colleges, and independent school districts and |
---|
17 | 17 | | open-enrollment charter schools described under Section 134.007 |
---|
18 | 18 | | that apply to the advisory board in the manner prescribed by the |
---|
19 | 19 | | advisory board. The commission shall award the grants on the advice |
---|
20 | 20 | | and recommendations of the advisory board. |
---|
21 | 21 | | (b) Grants may be awarded under this chapter from the Jobs |
---|
22 | 22 | | and Education for Texans (JET) fund to defray the start-up costs |
---|
23 | 23 | | associated with the development of new career and technical |
---|
24 | 24 | | education programs at public junior colleges, public technical |
---|
25 | 25 | | institutes, public state colleges, and independent school |
---|
26 | 26 | | districts and open-enrollment charter schools described under |
---|
27 | 27 | | Section 134.007 that meet the requirements of Section 134.006. |
---|
28 | 28 | | SECTION 2. Sections 134.006(a) and (d), Education Code, are |
---|
29 | 29 | | amended to read as follows: |
---|
30 | 30 | | (a) The commission may award a grant for the development of |
---|
31 | 31 | | new career and technical education courses or programs at public |
---|
32 | 32 | | junior colleges, public technical institutes, public state |
---|
33 | 33 | | colleges, [and] independent school districts, and open-enrollment |
---|
34 | 34 | | charter schools. |
---|
35 | 35 | | (d) To be eligible to receive a grant under this section, a |
---|
36 | 36 | | public junior college, public technical institute, public state |
---|
37 | 37 | | college, or independent school district or open-enrollment charter |
---|
38 | 38 | | school described under Section 134.007 must provide matching funds |
---|
39 | 39 | | in accordance with rules adopted under Section 134.008. The |
---|
40 | 40 | | matching funds may be obtained from any source available to the |
---|
41 | 41 | | public junior college, public technical institute, public state |
---|
42 | 42 | | college, [or] independent school district, or open-enrollment |
---|
43 | 43 | | charter school, including industry consortia, community or |
---|
44 | 44 | | foundation grants, individual contributions, and local |
---|
45 | 45 | | governmental agency operating funds. |
---|
46 | 46 | | SECTION 3. Section 134.007, Education Code, is amended to |
---|
47 | 47 | | read as follows: |
---|
48 | 48 | | Sec. 134.007. GRANTS AWARDED TO INDEPENDENT SCHOOL DISTRICT |
---|
49 | 49 | | OR OPEN-ENROLLMENT CHARTER SCHOOL. The commission may award a |
---|
50 | 50 | | grant to an independent school district or open-enrollment charter |
---|
51 | 51 | | school under this chapter if the district or school has entered into |
---|
52 | 52 | | a partnership with a public junior college, public technical |
---|
53 | 53 | | institute, or public state college for the purpose of: |
---|
54 | 54 | | (1) promoting career and technical education to the |
---|
55 | 55 | | district's or school's students; or |
---|
56 | 56 | | (2) offering dual credit courses to the district's or |
---|
57 | 57 | | school's students. |
---|
58 | 58 | | SECTION 4. This Act takes effect immediately if it receives |
---|
59 | 59 | | a vote of two-thirds of all the members elected to each house, as |
---|
60 | 60 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
61 | 61 | | Act does not receive the vote necessary for immediate effect, this |
---|
62 | 62 | | Act takes effect September 1, 2021. |
