| 9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. Sections 2306.2585(a) and (b), Government Code, | |
| 11 | 11 | are amended to read as follows: | |
| 12 | 12 | (a) The department may administer a homeless housing and | |
| 13 | 13 | services program in each municipality in this state with a | |
| 14 | 14 | population of 285,500 or more to: | |
| 15 | 15 | (1) provide for the construction, development, or | |
| 16 | 16 | procurement of housing for homeless persons; and | |
| 17 | 17 | (2) provide local programs to prevent and eliminate | |
| 18 | 18 | homelessness, including programs to prevent homelessness resulting | |
| 19 | 19 | from displacement due to economic development activities. | |
| 20 | 20 | (b) The department may adopt rules to govern the | |
| 21 | 21 | administration of the program, including rules that: | |
| 22 | 22 | (1) provide that each municipality described by | |
| 23 | 23 | Subsection (a) receives an [for the] allocation of any available | |
| 24 | 24 | funding; and | |
| 25 | 25 | (2) provide detailed guidelines as to the scope of the | |
| 26 | 26 | local programs in the municipalities described by Subsection (a). | |
| 27 | 27 | SECTION 2. This Act takes effect September 1, 2021. |
