9+ A BILL TO BE ENTITLED
410 AN ACT
511 relating to a study on expanding recovery housing in this state.
612 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
713 SECTION 1. (a) In this Act, "recovery housing" means a
814 shared living environment that promotes sustained recovery from
915 substance use disorders by integrating residents into the
1016 surrounding community and providing a setting that connects
1117 residents to supports and services promoting sustained recovery
1218 from substance use disorders, is centered on peer support, and is
1319 free from alcohol and drug use.
1420 (b) The Health and Human Services Commission shall conduct a
1521 study to evaluate the current status of and opportunities,
1622 challenges, and needs to expand recovery housing in this state.
1723 (c) In conducting the study, the Health and Human Services
1824 Commission shall:
1925 (1) identify and evaluate state and federal regulatory
2026 deficiencies and potential impacts on recovery housing, including
2127 the impacts on local government resources and interests of the
2228 surrounding community;
2329 (2) create focus groups with community stakeholders
2430 interested in recovery housing;
2531 (3) interview stakeholders and experts in recovery
2632 housing that represent both rural and urban areas of this state;
2733 (4) conduct site visits to recovery houses, including
2834 site visits to recovery houses demonstrating different models of
2935 recovery housing in both rural and urban areas of this state; and
3036 (5) review scholarly research on recovery housing.
3137 (d) Not later than December 1, 2022, the Health and Human
3238 Services Commission shall prepare and submit to the legislature a
3339 written report containing the results of the study and any
3440 recommendations for legislative or other action, including policy
3541 changes and the adoption or implementation of best practices and
3642 training and technical assistance resources.
3743 (e) This Act expires September 1, 2023.
3844 SECTION 2. This Act takes effect September 1, 2021.
