66 AN ACT
77 relating to state assistance for school employees uniform group
88 health coverage.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 48.275(c), Education Code, is amended to
1111 read as follows:
1212 (c) Notwithstanding any other provision of this code, a
1313 school district or participating charter school may use the sum of
1414 the following amounts of funds only to pay contributions under a
1515 group health coverage plan for district or school employees:
1616 (1) the amount determined by multiplying the amount
1717 of $1,800 [$900] or the amount specified in the General
1818 Appropriations Act for that year for purposes of the state
1919 contribution under Section 1579.251, Insurance Code, by the number
2020 of district or school employees who participate in a group health
2121 coverage plan provided by or through the district or school; and
2222 (2) the difference between the amount necessary for
2323 the district or school to comply with Section 1581.052, Insurance
2424 Code, for the school year and the amount the district or school is
2525 required to use to provide health coverage under Section 1581.051,
2626 Insurance Code, for that year.
2727 SECTION 2. Section 1579.251, Insurance Code, is amended to
2828 read as follows:
2929 Sec. 1579.251. STATE ASSISTANCE. (a) The state shall
3030 assist employees of participating school districts and charter
3131 schools in the purchase of group health coverage under this chapter
3232 by providing for each covered employee the amount of $1,800 [$900]
3333 each state fiscal year or a greater amount as provided by the
3434 General Appropriations Act. The state contribution shall be
3535 distributed through the school finance formulas under Chapters 48
3636 and 49, Education Code, and used by school districts and charter
3737 schools as provided by Section 48.275, Education Code.
3838 (b) The state shall assist employees of participating
3939 regional education service centers and educational districts
4040 described by Section 1579.002(5)(B) in the purchase of group health
4141 coverage under this chapter by providing to the employing service
4242 center or educational district, for each covered employee, the
4343 amount of $1,800 [$900] each state fiscal year or a greater amount
4444 as provided by the General Appropriations Act.
4545 SECTION 3. This Act applies beginning with the 2021-2022
4646 school year.
4747 SECTION 4. This Act takes effect September 1, 2021.
