| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. The heading to Section 372.053, Transportation |
|---|
| 10 | 10 | | Code, is amended to read as follows: |
|---|
| 11 | 11 | | Sec. 372.053. MILITARY [VETERAN] DISCOUNT PROGRAM. |
|---|
| 12 | 12 | | SECTION 2. Section 372.053, Transportation Code, is amended |
|---|
| 13 | 13 | | by amending Subsection (a-1) and adding Subsections (c), (d), and |
|---|
| 14 | 14 | | (e) to read as follows: |
|---|
| 15 | 15 | | (a-1) A program established under Subsection (a) must |
|---|
| 16 | 16 | | include free or discounted use of the entity's toll project by a |
|---|
| 17 | 17 | | vehicle associated with an account of an electronic toll collection |
|---|
| 18 | 18 | | customer who is eligible to be issued license plates [whose account |
|---|
| 19 | 19 | | relates to a vehicle registered] under Section 504.202, |
|---|
| 20 | 20 | | 504.305(a)(1), [or] 504.315(f) or (g), or 504.512. |
|---|
| 21 | 21 | | (c) Notwithstanding Sections 228.057(e), 366.179(d), |
|---|
| 22 | 22 | | 370.178(d), and 372.051(a), a toll project entity that has an |
|---|
| 23 | 23 | | electronic toll collection customer who participates in the |
|---|
| 24 | 24 | | entity's discount program shall provide to any other toll project |
|---|
| 25 | 25 | | entity with a discount program the information necessary for the |
|---|
| 26 | 26 | | customer to participate in that entity's discount program. |
|---|
| 27 | 27 | | (d) A toll project entity that establishes a discount |
|---|
| 28 | 28 | | program for electronic toll collection customers: |
|---|
| 29 | 29 | | (1) shall adopt a process to allow a customer whose |
|---|
| 30 | 30 | | account is not associated with a vehicle that displays license |
|---|
| 31 | 31 | | plates described by Subsection (a-1) to establish eligibility to |
|---|
| 32 | 32 | | participate in the program; and |
|---|
| 33 | 33 | | (2) may not require the display of license plates |
|---|
| 34 | 34 | | described by Subsection (a-1) as a condition of participation in |
|---|
| 35 | 35 | | the program. |
|---|
| 36 | 36 | | (e) The department shall maintain on its Internet website a |
|---|
| 37 | 37 | | map that accurately displays all toll projects, including toll |
|---|
| 38 | 38 | | projects of other toll project entities, for which an electronic |
|---|
| 39 | 39 | | toll collection customer is eligible for free or discounted use |
|---|
| 40 | 40 | | under Subsection (a-1). Each toll project entity that operates a |
|---|
| 41 | 41 | | toll project included in the map shall display the map on its |
|---|
| 42 | 42 | | Internet website. |
|---|
| 43 | 43 | | SECTION 3. This Act takes effect September 1, 2021. |
