55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the inclusion of instruction about bullying and
88 cyberbullying in the required curriculum for public school
99 students.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 28.002(a), Education Code, is amended to
1212 read as follows:
1313 (a) Each school district that offers kindergarten through
1414 grade 12 shall offer, as a required curriculum:
1515 (1) a foundation curriculum that includes:
1616 (A) English language arts;
1717 (B) mathematics;
1818 (C) science; and
1919 (D) social studies, consisting of Texas, United
2020 States, and world history, government, economics, with emphasis on
2121 the free enterprise system and its benefits, and geography; and
2222 (2) an enrichment curriculum that includes:
2323 (A) to the extent possible, languages other than
2424 English;
2525 (B) health, with emphasis on:
2626 (i) physical health, including the
2727 importance of proper nutrition and exercise;
2828 (ii) mental health, including instruction
2929 about mental health conditions, substance abuse, bullying and
3030 cyberbullying, skills to manage emotions, establishing and
3131 maintaining positive relationships, and responsible
3232 decision-making; and
3333 (iii) suicide prevention, including
3434 recognizing suicide-related risk factors and warning signs;
3535 (C) physical education;
3636 (D) fine arts;
3737 (E) career and technology education;
3838 (F) technology applications;
3939 (G) religious literature, including the Hebrew
4040 Scriptures (Old Testament) and New Testament, and its impact on
4141 history and literature; and
4242 (H) personal financial literacy.
4343 SECTION 2. This Act applies beginning with the 2021-2022
4444 school year.
4545 SECTION 3. This Act takes effect immediately if it receives
4646 a vote of two-thirds of all the members elected to each house, as
4747 provided by Section 39, Article III, Texas Constitution. If this
4848 Act does not receive the vote necessary for immediate effect, this
4949 Act takes effect September 1, 2021.
