9+ A BILL TO BE ENTITLED
410 AN ACT
511 relating to required cardiopulmonary resuscitation training for
612 telecommunicators.
713 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
814 SECTION 1. Section 1701.3071, Occupations Code, is amended
915 by adding Subsection (a-1) to read as follows:
1016 (a-1) The training required by Subsection (a)(2) must
1117 include telecommunicator cardiopulmonary resuscitation training
1218 that:
1319 (1) uses the most current nationally recognized
1420 emergency cardiovascular care guidelines;
1521 (2) incorporates recognition protocols for
1622 out-of-hospital cardiac arrest; and
1723 (3) provides information on best practices for
1824 relaying compression-only cardiopulmonary resuscitation
1925 instructions to callers.
2026 SECTION 2. Section 1701.352(i), Occupations Code, is
2127 amended to read as follows:
2228 (i) A state agency, county, special district, or
2329 municipality that appoints or employs a telecommunicator shall
2430 provide training to the telecommunicator of not less than 20 hours
2531 during each 24-month period of employment that includes:
2632 (1) telecommunicator cardiopulmonary resuscitation as
2733 described by Section 1701.3071(a-1); and
2834 (2) other [. The training must be approved by the
2935 commission and consist of] topics selected by the commission and
3036 the employing entity.
3137 SECTION 3. As soon as practicable after the effective date
3238 of this Act, the Texas Commission on Law Enforcement shall adopt
3339 rules necessary to implement Section 1701.3071(a-1), Occupations
3440 Code, as added by this Act, and Section 1701.352(i), Occupations
3541 Code, as amended by this Act.
3642 SECTION 4. This Act takes effect September 1, 2021.
