5 | 11 | | relating to required cardiopulmonary resuscitation training for |

6 | 12 | | telecommunicators. |

7 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
8 | 14 | | SECTION 1. Section 1701.3071, Occupations Code, is amended |
---|
9 | 15 | | by adding Subsection (a-1) to read as follows: |
---|
10 | 16 | | (a-1) The training required by Subsection (a)(2) must |
---|
11 | 17 | | include telecommunicator cardiopulmonary resuscitation training |
---|
12 | 18 | | that: |
---|
13 | 19 | | (1) uses the most current nationally recognized |
---|
14 | 20 | | emergency cardiovascular care guidelines; |
---|
15 | 21 | | (2) incorporates recognition protocols for |
---|
16 | 22 | | out-of-hospital cardiac arrest; and |
---|
17 | 23 | | (3) provides information on best practices for |
---|
18 | 24 | | relaying compression-only cardiopulmonary resuscitation |
---|
19 | 25 | | instructions to callers. |
---|
20 | 26 | | SECTION 2. Section 1701.352(i), Occupations Code, is |
---|
21 | 27 | | amended to read as follows: |
---|
22 | 28 | | (i) A state agency, county, special district, or |
---|
23 | 29 | | municipality that appoints or employs a telecommunicator shall |
---|
24 | 30 | | provide training to the telecommunicator of not less than 20 hours |
---|
25 | 31 | | during each 24-month period of employment that includes: |
---|
26 | 32 | | (1) telecommunicator cardiopulmonary resuscitation as |
---|
27 | 33 | | described by Section 1701.3071(a-1); and |
---|
28 | 34 | | (2) other [. The training must be approved by the |
---|
29 | 35 | | commission and consist of] topics selected by the commission and |
---|
30 | 36 | | the employing entity. |
---|
31 | 37 | | SECTION 3. As soon as practicable after the effective date |
---|
32 | 38 | | of this Act, the Texas Commission on Law Enforcement shall adopt |
---|
33 | 39 | | rules necessary to implement Section 1701.3071(a-1), Occupations |
---|
34 | 40 | | Code, as added by this Act, and Section 1701.352(i), Occupations |
---|
35 | 41 | | Code, as amended by this Act. |
---|
36 | 42 | | SECTION 4. This Act takes effect September 1, 2021. |
