| 8 | 8 | | implementation of a program that provides financial assistance to |
|---|
| 9 | 9 | | property owners who offer housing to veterans at risk of |
|---|
| 10 | 10 | | homelessness. |
|---|
| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. (a) In this section, "council" means the Texas |
|---|
| 13 | 13 | | Interagency Council for the Homeless. |
|---|
| 14 | 14 | | (b) The council shall conduct a study to evaluate the |
|---|
| 15 | 15 | | feasibility, methods, and costs of establishing and implementing a |
|---|
| 16 | 16 | | program that provides financial assistance to property owners who |
|---|
| 17 | 17 | | offer housing to veterans at risk of homelessness. |
|---|
| 18 | 18 | | (c) In conducting the study, the council shall: |
|---|
| 19 | 19 | | (1) evaluate and identify any sources of funding that |
|---|
| 20 | 20 | | might be available to cover the probable cost of the program; |
|---|
| 21 | 21 | | (2) evaluate methods that have been implemented by |
|---|
| 22 | 22 | | other states to provide a similar program; and |
|---|
| 23 | 23 | | (3) identify the state agency or agencies that could |
|---|
| 24 | 24 | | most efficiently implement and administer the program. |
|---|
| 25 | 25 | | (d) Not later than September 1, 2022, the council shall |
|---|
| 26 | 26 | | submit to the legislature a written report on the results of the |
|---|
| 27 | 27 | | study and any recommendations for legislative or other action. |
|---|
| 28 | 28 | | (e) This section expires September 1, 2023. |
|---|
| 29 | 29 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 30 | 30 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 31 | 31 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 32 | 32 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 33 | 33 | | Act takes effect September 1, 2021. |
