Frank, Chair, House Committee on Human Services     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB941 by Raymond (Relating to the creation of a work group to study uniform quality measures under a value-based program for long-term services and supports.), Committee Report 1st House, Substituted     No significant fiscal implication to the State is anticipated. The bill would amend Government Code Chapter 531 to require the Health and Human Services Commission (HHSC) to establish a work group within an existing advisory committee to study, develop, and recommend uniform quality measures to be implemented. Not later than January 10, 2023, HHSC in consultation with the workgroup, would be required to submit a report on the findings and recommendations of the work group to the Governor, the Lieutenant Governor, and the standing committees of the Senate and House of Representatives having primary jurisdiction over Medicaid. The provisions of the bill would expire September 1, 2023.HHSC indicates any cost to implement provisions of the bill would be minimal and could be absorbed within available resources.
