55 CONCURRENT RESOLUTION
66 WHEREAS, The goal of reducing greenhouse emissions in Texas
77 while expanding and diversifying the economy is supported by the
88 Lone Star State's longstanding tradition of stewardship,
99 technological innovation, and collaborative problem-solving; and
1010 WHEREAS, The climate is changing, and extreme weather events,
1111 rising average temperatures, wildfires, water scarcity, and
1212 flooding are becoming common; and
1313 WHEREAS, Texas leaders have outlined how this change is
1414 causing problems for the health, personal property rights, economic
1515 prosperity, and labor productivity of Texans while also increasing
1616 state and national security risks; and
1717 WHEREAS, The best available science indicates the importance
1818 of a rapid transition to net zero annual greenhouse gas emissions in
1919 the coming decades, and Texas ingenuity can provide the needed
2020 leadership in that transition; and
2121 WHEREAS, Texas already leads the nation in wind energy
2222 production, an industry that has brought thousands of jobs and
2323 billions of dollars to the state; and
2424 WHEREAS, Any efforts to mitigate the risks of, prepare for,
2525 or otherwise address a changing climate and its adverse effects
2626 should strengthen the Texas economy and its global competitiveness;
2727 now, therefore, be it
2828 RESOLVED, That the 87th Legislature of the State of Texas
2929 hereby encourage individuals, corporations, and state agencies to
3030 support the growth in technologies and services that will reduce
3131 greenhouse gas emissions while enlarging and diversifying the Texas
3232 economy in a way that is both energy efficient and cost-effective;
3333 and, be it further
3434 RESOLVED, That the 87th Texas Legislature encourage the
3535 creation and support of economically viable private and public
3636 solutions to the problems caused by a changing climate; and, be it
3737 further
3838 RESOLVED, That the 87th Texas Legislature recognize the need
3939 to prioritize the use of sound science to address the causes of a
4040 changing climate and to support innovation and environmental
4141 stewardship in order to realize positive solutions; and, be it
4242 further
4343 RESOLVED, That the Texas secretary of state forward official
4444 copies of this resolution to all the members of the Texas delegation
4545 to Congress as an expression of support from the 87th Texas
4646 Legislature for reducing greenhouse gas emissions in Texas while
4747 expanding and diversifying the economy.
