| 6 | 6 | | WHEREAS, The goal of reducing greenhouse emissions in Texas |
|---|
| 7 | 7 | | while expanding and diversifying the economy is supported by the |
|---|
| 8 | 8 | | Lone Star State's longstanding tradition of stewardship, |
|---|
| 9 | 9 | | technological innovation, and collaborative problem-solving; and |
|---|
| 10 | 10 | | WHEREAS, The climate is changing, and extreme weather events, |
|---|
| 11 | 11 | | rising average temperatures, wildfires, water scarcity, and |
|---|
| 12 | 12 | | flooding are becoming common; and |
|---|
| 13 | 13 | | WHEREAS, Texas leaders have outlined how this change is |
|---|
| 14 | 14 | | causing problems for the health, personal property rights, economic |
|---|
| 15 | 15 | | prosperity, and labor productivity of Texans while also increasing |
|---|
| 16 | 16 | | state and national security risks; and |
|---|
| 17 | 17 | | WHEREAS, The best available science indicates the importance |
|---|
| 18 | 18 | | of a rapid transition to net zero annual greenhouse gas emissions in |
|---|
| 19 | 19 | | the coming decades, and Texas ingenuity can provide the needed |
|---|
| 20 | 20 | | leadership in that transition; and |
|---|
| 21 | 21 | | WHEREAS, Texas already leads the nation in wind energy |
|---|
| 22 | 22 | | production, an industry that has brought thousands of jobs and |
|---|
| 23 | 23 | | billions of dollars to the state; and |
|---|
| 24 | 24 | | WHEREAS, Any efforts to mitigate the risks of, prepare for, |
|---|
| 25 | 25 | | or otherwise address a changing climate and its adverse effects |
|---|
| 26 | 26 | | should strengthen the Texas economy and its global competitiveness; |
|---|
| 27 | 27 | | now, therefore, be it |
|---|
| 28 | 28 | | RESOLVED, That the 87th Legislature of the State of Texas |
|---|
| 29 | 29 | | hereby encourage individuals, corporations, and state agencies to |
|---|
| 30 | 30 | | support the growth in technologies and services that will reduce |
|---|
| 31 | 31 | | greenhouse gas emissions while enlarging and diversifying the Texas |
|---|
| 32 | 32 | | economy in a way that is both energy efficient and cost-effective; |
|---|
| 33 | 33 | | and, be it further |
|---|
| 34 | 34 | | RESOLVED, That the 87th Texas Legislature encourage the |
|---|
| 35 | 35 | | creation and support of economically viable private and public |
|---|
| 36 | 36 | | solutions to the problems caused by a changing climate; and, be it |
|---|
| 37 | 37 | | further |
|---|
| 38 | 38 | | RESOLVED, That the 87th Texas Legislature recognize the need |
|---|
| 39 | 39 | | to prioritize the use of sound science to address the causes of a |
|---|
| 40 | 40 | | changing climate and to support innovation and environmental |
|---|
| 41 | 41 | | stewardship in order to realize positive solutions; and, be it |
|---|
| 42 | 42 | | further |

| 43 | 43 | | RESOLVED, That the Texas secretary of state forward official |
|---|
| 44 | 44 | | copies of this resolution to all the members of the Texas delegation |
|---|
| 45 | 45 | | to Congress as an expression of support from the 87th Texas |
|---|
| 46 | 46 | | Legislature for reducing greenhouse gas emissions in Texas while |
|---|
| 47 | 47 | | expanding and diversifying the economy. |
