5+ CONCURRENT RESOLUTION
106 WHEREAS, In recent years, the Hill Country community of Llano
117 has become known throughout Texas as a thriving center for the sport
128 of barrel racing; and
139 WHEREAS, The John L. Kuykendall Event Center and Arena
1410 attracts a multitude of competitors and fans to the city, and the
1511 Llano Chamber of Commerce estimates that the economic impact from
1612 barrel racing exceeds $1 million annually; and
1713 WHEREAS, From 2016 to 2020, the number of barrel races held at
1814 the JLK Arena grew by 200 percent, with total annual race days
1915 increasing from 50 to 120; approximately 150 events are slated to
2016 take place in 2021, and the venue is also used for practice sessions
2117 for several days each week; and
2218 WHEREAS, Renowned as one of the safest barrel racing
2319 facilities in Texas, the JLK Arena has been honored with a Justin
2420 Boots Best Footing Award from the Women's Professional Rodeo
2521 Association in recognition of the exceptional ground conditions at
2622 its races; over the past five years, there have been only two
2723 recorded incidents in which horses slipped and lost their footing
2824 in competition, a remarkable record for a rodeo venue; and
2925 WHEREAS, Barrel racing is a source of pride and prosperity
3026 for the residents of Llano, and the city's efforts to showcase the
3127 sport are furthering the rich rodeo heritage of the Lone Star State;
3228 now, therefore, be it
3329 RESOLVED, That the 87th Legislature of the State of Texas
3430 hereby designate Llano as the official Barrel Racing Capital of
3531 Texas; and, be it further
3632 RESOLVED, That, in accordance with the provisions of Section
3733 391.003(e), Government Code, this designation remain in effect
3834 until the 10th anniversary of the date this resolution is finally
3935 passed by the legislature.
