7 | 7 | | unparalleled wealth, creativity, and human potential to address the |

8 | 8 | | twin crises of climate change and worsening income inequality; and |
---|
9 | 9 | | WHEREAS, Like President Franklin Delano Roosevelt's New |
---|
10 | 10 | | Deal, the Green New Deal recognizes that an existential challenge |
---|
11 | 11 | | requires bold action on a grand scale; it is designed to combat |
---|
12 | 12 | | climate change through a range of historic national projects that |
---|
13 | 13 | | modernize the economy while providing meaningful, high-paying jobs |
---|
14 | 14 | | for millions of Americans; and |
---|
15 | 15 | | WHEREAS, The Fourth National Climate Assessment, released in |
---|
16 | 16 | | November 2018, warns that climate change presents mounting risks to |
---|
17 | 17 | | human health and safety, quality of life, and economic growth; |
---|
18 | 18 | | frequent extreme weather events and the disruption of average |
---|
19 | 19 | | climate conditions will exacerbate existing barriers to prosperity |
---|
20 | 20 | | caused by crumbling infrastructure, stressed ecosystems, and |
---|
21 | 21 | | economic inequality; and |
---|
22 | 22 | | WHEREAS, Communities, governments, and businesses are |
---|
23 | 23 | | working to reduce the dangers and costs associated with climate |
---|
24 | 24 | | change, but the National Climate Assessment found that mitigation |
---|
25 | 25 | | and adaptation efforts do not yet approach the scale necessary to |
---|
26 | 26 | | avert substantial damage over the coming decades; and |
---|
27 | 27 | | WHEREAS, The Green New Deal establishes a number of vital |
---|
28 | 28 | | goals: achieving net-zero greenhouse gas emissions, creating |
---|
29 | 29 | | millions of high-wage jobs, investing in 21st-century |
---|
30 | 30 | | infrastructure and industry, securing clean air and water, and |
---|
31 | 31 | | maintaining a healthy food supply; while the changing climate |
---|
32 | 32 | | threatens to exert a disproportionate negative impact on the most |
---|
33 | 33 | | vulnerable, the Green New Deal promotes justice and equity to |
---|
34 | 34 | | ensure broad avenues of opportunity for all members of society in |
---|
35 | 35 | | this time of upheaval; and |
---|
36 | 36 | | WHEREAS, Climate change is a looming threat to our nation and |
---|
37 | 37 | | the world, but the Green New Deal provides a framework to engage all |
---|
38 | 38 | | Americans in the mission of transforming our society through |
---|
39 | 39 | | investment in measures that support environmental sustainability |
---|
40 | 40 | | and create widely shared prosperity; now, therefore, be it |
---|
41 | 41 | | RESOLVED, That the 87th Legislature of the State of Texas |
---|
42 | 42 | | hereby respectfully urge the Congress of the United States to pass |
---|
43 | 43 | | the Green New Deal; and, be it further |
---|
44 | 44 | | RESOLVED, That the Texas secretary of state forward official |
---|
45 | 45 | | copies of this resolution to the president of the United States, to |
---|
46 | 46 | | the president of the Senate and the speaker of the House of |
---|
47 | 47 | | Representatives of the United States Congress, and to all the |
---|
48 | 48 | | members of the Texas delegation to Congress with the request that |
---|
49 | 49 | | this resolution be entered in the Congressional Record as a |
---|
50 | 50 | | memorial to the Congress of the United States of America. |
