55 CONCURRENT RESOLUTION
66 WHEREAS, The Green New Deal seeks to mobilize our nation's
77 unparalleled wealth, creativity, and human potential to address the
88 twin crises of climate change and worsening income inequality; and
99 WHEREAS, Like President Franklin Delano Roosevelt's New
1010 Deal, the Green New Deal recognizes that an existential challenge
1111 requires bold action on a grand scale; it is designed to combat
1212 climate change through a range of historic national projects that
1313 modernize the economy while providing meaningful, high-paying jobs
1414 for millions of Americans; and
1515 WHEREAS, The Fourth National Climate Assessment, released in
1616 November 2018, warns that climate change presents mounting risks to
1717 human health and safety, quality of life, and economic growth;
1818 frequent extreme weather events and the disruption of average
1919 climate conditions will exacerbate existing barriers to prosperity
2020 caused by crumbling infrastructure, stressed ecosystems, and
2121 economic inequality; and
2222 WHEREAS, Communities, governments, and businesses are
2323 working to reduce the dangers and costs associated with climate
2424 change, but the National Climate Assessment found that mitigation
2525 and adaptation efforts do not yet approach the scale necessary to
2626 avert substantial damage over the coming decades; and
2727 WHEREAS, The Green New Deal establishes a number of vital
2828 goals: achieving net-zero greenhouse gas emissions, creating
2929 millions of high-wage jobs, investing in 21st-century
3030 infrastructure and industry, securing clean air and water, and
3131 maintaining a healthy food supply; while the changing climate
3232 threatens to exert a disproportionate negative impact on the most
3333 vulnerable, the Green New Deal promotes justice and equity to
3434 ensure broad avenues of opportunity for all members of society in
3535 this time of upheaval; and
3636 WHEREAS, Climate change is a looming threat to our nation and
3737 the world, but the Green New Deal provides a framework to engage all
3838 Americans in the mission of transforming our society through
3939 investment in measures that support environmental sustainability
4040 and create widely shared prosperity; now, therefore, be it
4141 RESOLVED, That the 87th Legislature of the State of Texas
4242 hereby respectfully urge the Congress of the United States to pass
4343 the Green New Deal; and, be it further
4444 RESOLVED, That the Texas secretary of state forward official
4545 copies of this resolution to the president of the United States, to
4646 the president of the Senate and the speaker of the House of
4747 Representatives of the United States Congress, and to all the
4848 members of the Texas delegation to Congress with the request that
4949 this resolution be entered in the Congressional Record as a
5050 memorial to the Congress of the United States of America.
