5+ CONCURRENT RESOLUTION
56 WHEREAS, The citizens of Midland lost an admired business and
67 community leader with the passing of Norbert Joseph Dickman of
78 Midland, who died on March 11, 2020, at the age of 77; and
89 WHEREAS, Norbert Dickman was born in Chicago on January 2,
910 1943, to Norbert and Helen Dickman and grew up with two sisters, Sue
1011 and Kathy; he earned his bachelor's degree in philosophy from
1112 St. Patrick's Seminary and his licentiate in theology from the
1213 Gregorian University in Rome, and he was ordained as a priest in
1314 1968; after leaving the priesthood, he went on to receive his law
1415 degree from the University of California Hastings College of the
1516 Law and his master of laws degree from Golden Gate University; he
1617 began his legal career in San Francisco with the firm of Sullivan,
1718 Roche & Johnson before becoming a partner in Mullins, Wise &
1819 Dickman; and
1920 WHEREAS, In 1985, Mr. Dickman became the personal attorney to
2021 Barbara Fasken, and in 1988 he moved to Midland to oversee her
2122 interests; after she passed away in 1995, he became the coexecutor
2223 and cotrustee of her estate and general manager of Fasken Oil and
2324 Ranch, Ltd.; under his leadership, Fasken Oil and Ranch grew from 50
2425 employees to more than 250 and increased its oil production from
2526 5,000 barrels per day to 26,000; he also significantly developed
2627 the company's ranching and real estate interests across Texas and
2728 in the San Francisco Bay area; and
2829 WHEREAS, Deeply engaged in his community, Mr. Dickman was the
2930 director of the Fasken family's charitable Prairie Foundation, and
3031 he was active with Casa de Amigos, Trinity School, the Samaritan
3132 Counseling Center, and Prevent Blindness Texas, which presented him
3233 with the Person of Vision Award in 2005; his long association with
3334 the Buffalo Trail Council of the Boy Scouts of America earned him
3435 their Distinguished Citizen award in 2018, and his other accolades
3536 included being named a Tejano Achiever, honorary president of the
3637 Republic of the Rio Grande, and Mr. South Texas; he was also a
3738 knight commander of the Equestrian Order of the Holy Sepulchre of
3839 Jerusalem; and
3940 WHEREAS, In all his endeavors, Mr. Dickman enjoyed the love
4041 and support of his wife, Dedria, and his three children, Michael,
4142 Matthew, and Jennifer, and stepson, Spencer; he was later blessed
4243 with seven grandchildren, Logan, Ford, Reagan, Grace, Sloan, Kalan,
4344 and Milly; and
4445 WHEREAS, Compassionate, generous, and wise, Norbert Dickman
4546 lived a life that was rich in personal and professional
4647 achievements, and he leaves behind a record of service that his
4748 loved ones can remember with pride; now, therefore, be it
4849 RESOLVED, That the 87th Texas Legislature hereby pay tribute
4950 to the memory of Norbert Joseph Dickman and extend heartfelt
5051 sympathy to his family and many friends; and, be it further
5152 RESOLVED, That an official copy of this resolution be
5253 prepared for his family and that when the Texas House of
5354 Representatives and Senate adjourn this day, they do so in memory of
5455 Norbert Dickman.
