56 WHEREAS, The untimely death of noted attorney and admired
67 civic leader Clyde Moody Siebman on March 4, 2021, at the age of 62,
78 brought a great loss to his family, his friends, and the legal
89 community in Texas and beyond; and
910 WHEREAS, Born in Sherman on November 26, 1958, to Newell and
1011 Carol Siebman, Clyde Siebman grew up in Pottsboro and Plano with the
1112 companionship of his beloved sister, Annette, and numerous dear
1213 cousins; he received a dual bachelor's degree in business
1314 administration and psychology at Southern Methodist University,
1415 and while completing his juris doctor degree at SMU Dedman School of
1516 Law, he met his future wife, Carol Ann Mumm; they became the proud
1617 parents of a daughter, Elizabeth, and they were eventually blessed
1718 with a granddaughter, Kendall; and
1819 WHEREAS, Mr. Siebman began his career as a law clerk for U.S.
1920 District Judge Paul Brown, inaugural judge of the Eastern District
2021 of Texas; in 1991, he became a founding partner of Siebman, Forrest,
2122 Burg, & Smith, known as Siebman & Siebman during the years he
2223 practiced with his wife, before she joined the judiciary; today,
2324 the firm has offices in Sherman and four other cities, and the legal
2425 team includes his daughter, Elizabeth Siebman Forrest, a named
2526 partner, and his niece, Becca Skupin, an associate; and
2627 WHEREAS, A national expert in intellectual property law,
2728 Mr. Siebman began handling such cases even before the Eastern
2829 District became a preferred venue for patent litigation; he was
2930 heavily involved in the New York Intellectual Property Law
3031 Association, the Leahy Institute of Advanced Patent Studies, and
3132 the Sedona Conference; moreover, he was frequently called upon to
3233 moderate judicial panels and appear at legal conferences across the
3334 country; he also visited Chinese universities with a delegation of
3435 attorneys and judges and lectured on U.S. trial practices; among
3536 myriad accolades, he was recognized by The Best Lawyers in America
3637 as 2018 Dallas/Fort Worth Lawyer of the Year for Patent Litigation
3738 and 2020 Dallas/Fort Worth Lawyer of the Year for Copyright
3839 Litigation; and
3940 WHEREAS, Mr. Siebman regularly represented clients in
4041 complex commercial litigation in the Fifth U.S. Circuit Court of
4142 Appeals, as well as other venues, and he served his profession in
4243 numerous leadership roles; committed to innovation, he chaired the
4344 advisory board of the Institute for Law and Technology and served as
4445 an ex officio member of the board; he worked tirelessly in behalf of
4546 his colleagues in East Texas, founding the district's bar
4647 association and serving as its president; moreover, he was the
4748 driving force behind the association's Bench-Bar Conference of the
4849 Eastern District of Texas, one of the nation's foremost legal
4950 programs, and served as chair for a quarter century; he made further
5051 contributions as a member of several Eastern District committees
5152 and the State Bar of Texas Board of Directors; and
5253 WHEREAS, Highly engaged in civic life, Mr. Siebman served as
5354 Republican Party chair in Grayson County and as a member of the
5455 State Republican Executive Committee; he energetically supported
5556 GOP candidates at all levels and was instrumental in the ascendance
5657 of the Republican Party in the county and the state; nevertheless,
5758 he was happy to reach across the aisle in the public interest, and
5859 he received plaudits in the Eastern District for his work with a
5960 prominent local Democrat to fill vacant federal judgeships; in
6061 2000, he was a member of the Presidential Electoral College; and
6162 WHEREAS, Mr. Siebman served on the Red River Boundary
6263 Commission and played a key role in resolving a dispute between
6364 Texas and Oklahoma dating back to the Louisiana Purchase; as
6465 conservator of the Riverbend Water Resource District, he helped
6566 settle a decades-long legal battle over water issues in East Texas
6667 and Southwest Arkansas, and he was appointed in 2017 to the Red
6768 River Interstate Compact Commission; he also served as chair of the
6869 North Texas Regional Airport Board and of the Grayson County
6970 Regional Mobility Authority; and
7071 WHEREAS, Clyde Siebman made a tremendous positive impact
7172 through his professional and civic contributions, earning the high
7273 esteem of all who knew him, but he will be remembered equally for
7374 his warmth, integrity, and kindness; now, therefore, be it
7475 RESOLVED, That the 87th Legislature of the State of Texas
7576 hereby pay tribute to the life of Clyde Moody Siebman and extend
7677 sincere condolences to his loved ones; and, be it further
7778 RESOLVED, That an official copy of this resolution be
7879 prepared for his family and that when the Texas House of
7980 Representatives and Senate adjourn this day, they do so in memory of
8081 Clyde Moody Siebman.
