10 | 11 | | Carol Siebman, Clyde Siebman grew up in Pottsboro and Plano with the |

11 | 12 | | companionship of his beloved sister, Annette, and numerous dear |

12 | 13 | | cousins; he received a dual bachelor's degree in business |
---|
13 | 14 | | administration and psychology at Southern Methodist University, |
---|
14 | 15 | | and while completing his juris doctor degree at SMU Dedman School of |
---|
15 | 16 | | Law, he met his future wife, Carol Ann Mumm; they became the proud |
---|
16 | 17 | | parents of a daughter, Elizabeth, and they were eventually blessed |

17 | 18 | | with a granddaughter, Kendall; and |

18 | 19 | | WHEREAS, Mr. Siebman began his career as a law clerk for U.S. |

19 | 20 | | District Judge Paul Brown, inaugural judge of the Eastern District |

20 | 21 | | of Texas; in 1991, he became a founding partner of Siebman, Forrest, |

21 | 22 | | Burg, & Smith, known as Siebman & Siebman during the years he |

22 | 23 | | practiced with his wife, before she joined the judiciary; today, |

23 | 24 | | the firm has offices in Sherman and four other cities, and the legal |

24 | 25 | | team includes his daughter, Elizabeth Siebman Forrest, a named |
---|
25 | 26 | | partner, and his niece, Becca Skupin, an associate; and |

26 | 27 | | WHEREAS, A national expert in intellectual property law, |

27 | 28 | | Mr. Siebman began handling such cases even before the Eastern |

28 | 29 | | District became a preferred venue for patent litigation; he was |

29 | 30 | | heavily involved in the New York Intellectual Property Law |

30 | 31 | | Association, the Leahy Institute of Advanced Patent Studies, and |

31 | 32 | | the Sedona Conference; moreover, he was frequently called upon to |

32 | 33 | | moderate judicial panels and appear at legal conferences across the |

33 | 34 | | country; he also visited Chinese universities with a delegation of |

34 | 35 | | attorneys and judges and lectured on U.S. trial practices; among |

35 | 36 | | myriad accolades, he was recognized by The Best Lawyers in America |

39 | 40 | | WHEREAS, Mr. Siebman regularly represented clients in |

40 | 41 | | complex commercial litigation in the Fifth U.S. Circuit Court of |

41 | 42 | | Appeals, as well as other venues, and he served his profession in |

42 | 43 | | numerous leadership roles; committed to innovation, he chaired the |
---|
43 | 44 | | advisory board of the Institute for Law and Technology and served as |
---|
44 | 45 | | an ex officio member of the board; he worked tirelessly in behalf of |
---|
45 | 46 | | his colleagues in East Texas, founding the district's bar |
---|
46 | 47 | | association and serving as its president; moreover, he was the |
---|
47 | 48 | | driving force behind the association's Bench-Bar Conference of the |
---|
48 | 49 | | Eastern District of Texas, one of the nation's foremost legal |
---|
49 | 50 | | programs, and served as chair for a quarter century; he made further |
---|
50 | 51 | | contributions as a member of several Eastern District committees |
---|
51 | 52 | | and the State Bar of Texas Board of Directors; and |

52 | 53 | | WHEREAS, Highly engaged in civic life, Mr. Siebman served as |
---|
53 | 54 | | Republican Party chair in Grayson County and as a member of the |
---|
54 | 55 | | State Republican Executive Committee; he energetically supported |
---|
55 | 56 | | GOP candidates at all levels and was instrumental in the ascendance |
---|
56 | 57 | | of the Republican Party in the county and the state; nevertheless, |
---|
57 | 58 | | he was happy to reach across the aisle in the public interest, and |
---|
58 | 59 | | he received plaudits in the Eastern District for his work with a |
---|
59 | 60 | | prominent local Democrat to fill vacant federal judgeships; in |
---|
60 | 61 | | 2000, he was a member of the Presidential Electoral College; and |
---|
61 | 62 | | WHEREAS, Mr. Siebman served on the Red River Boundary |
---|
62 | 63 | | Commission and played a key role in resolving a dispute between |
---|
63 | 64 | | Texas and Oklahoma dating back to the Louisiana Purchase; as |
---|
64 | 65 | | conservator of the Riverbend Water Resource District, he helped |
---|
65 | 66 | | settle a decades-long legal battle over water issues in East Texas |
---|
66 | 67 | | and Southwest Arkansas, and he was appointed in 2017 to the Red |
---|
67 | 68 | | River Interstate Compact Commission; he also served as chair of the |
---|
68 | 69 | | North Texas Regional Airport Board and of the Grayson County |
---|
69 | 70 | | Regional Mobility Authority; and |
---|
70 | 71 | | WHEREAS, Clyde Siebman made a tremendous positive impact |
---|
71 | 72 | | through his professional and civic contributions, earning the high |
---|
72 | 73 | | esteem of all who knew him, but he will be remembered equally for |
---|
73 | 74 | | his warmth, integrity, and kindness; now, therefore, be it |
---|
74 | 75 | | RESOLVED, That the 87th Legislature of the State of Texas |

75 | 76 | | hereby pay tribute to the life of Clyde Moody Siebman and extend |

76 | 77 | | sincere condolences to his loved ones; and, be it further |
