| 8 | 9 | | the Permian Basin Petroleum Museum in Midland, recognizes |

| 9 | 10 | | individuals who have made outstanding contributions to the |

| 10 | 11 | | development of the petroleum industry; and |
|---|
| 11 | 12 | | WHEREAS, A native of Louisiana, Fred Newman earned a football |
|---|
| 12 | 13 | | scholarship to Northwestern State University, where he graduated |
|---|
| 13 | 14 | | with a bachelor's degree in physics and math; early in his career, |
|---|
| 14 | 15 | | he worked as a field engineer for Schlumberger Well Services in |
|---|
| 15 | 16 | | Magnolia, Arkansas, before transferring to Shreveport, Louisiana, |
|---|
| 16 | 17 | | and later Saskatchewan, Canada, where he served as the youngest |
|---|
| 17 | 18 | | district manager in the history of the company; and |
|---|
| 18 | 19 | | WHEREAS, Mr. Newman relocated to Midland in 1974, and he |
|---|
| 19 | 20 | | decided to strike out on his own, acquiring a few shallow oil and |
|---|
| 20 | 21 | | gas wells in New Mexico; he formed Aztec Drilling with his business |
|---|
| 21 | 22 | | partner, Jim Pruett, and later established Fred M. Newman, Inc., a |
|---|
| 22 | 23 | | shallow vertical drilling contractor; following the 1982 downturn, |
|---|
| 23 | 24 | | he formed Total Abandonment Plugging Service, and in 1986, he and |
|---|
| 24 | 25 | | three of his children started Triple N Services, which became one of |
|---|
| 25 | 26 | | the leading plugging and abandonment contractors in the Permian |
|---|
| 26 | 27 | | Basin; moreover, he has successfully patented more than 80 |
|---|
| 27 | 28 | | innovations, helping to improve the safety and efficiency of the |
|---|
| 28 | 29 | | petroleum industry; and |
|---|
| 29 | 30 | | WHEREAS, A leader in his community, Mr. Newman was president |
|---|
| 30 | 31 | | and served on the board of MARC Empowering Lives; he also helped |
|---|
| 31 | 32 | | form Gifts of Hope, a nonprofit organization that provides living |
|---|
| 32 | 33 | | space for cancer patients receiving treatment; in addition, his |
|---|
| 33 | 34 | | family was voted the 2010 Philanthropic Family of the Year in |
|---|
| 34 | 35 | | Midland, and he received an honorary doctorate degree from Husson |
|---|
| 35 | 36 | | University in 2016; and |

| 36 | 37 | | WHEREAS, Through his hard work and commitment to innovation, |

| 37 | 38 | | Fred Newman has distinguished himself as a successful and |
|---|
| 38 | 39 | | influential figure in an industry that is a vital part of the Texas |
|---|
| 39 | 40 | | economy, and it is truly fitting that he should receive this |
|---|
| 40 | 41 | | prestigious honor; now, therefore, be it |

| 41 | 42 | | RESOLVED, That the 87th Legislature of the State of Texas |

| 42 | 43 | | hereby congratulate Frederic M. Newman on his induction into the |

| 43 | 44 | | Petroleum Hall of Fame and extend to him sincere best wishes for the |
