                    RESOLUTION ANALYSIS             H.J.R. 111     By: Klick     State Affairs     Committee Report (Unamended)             BACKGROUND AND PURPOSE    The Texas Constitution prohibits most legislation from being heard on the floor of the house or senate during the first 60 days of a legislative session. Because of this delay, disagreement over policy decisions made in either chamber can lead to the unintentional abolition of an agency or program. H.J.R. 111 seeks to avoid this scenario by proposing a constitutional amendment to allow the legislature to act on these bills at any time during a regular legislative session.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this resolution does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this resolution does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.J.R. 111 proposes an amendment to the Texas Constitution to authorize the legislature to act at any time during a regular session on any bill that continues an agency, commission, or advisory committee following legislative review.       ELECTION DATE    The constitutional amendment proposed by this joint resolution will be submitted to the voters at an election to be held November 2, 2021.
