| 10 | 10 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 18, Article VII, Texas Constitution, is |
|---|
| 12 | 12 | | amended by adding Subsection (f-1) to read as follows: |
|---|
| 13 | 13 | | (f-1) This subsection applies to the annual distributions |
|---|
| 14 | 14 | | to the available university fund that are available for |
|---|
| 15 | 15 | | appropriation by the board of regents of The University of Texas |
|---|
| 16 | 16 | | System or The Texas A&M University System under Subsection (f) of |
|---|
| 17 | 17 | | this section, other than the annual sum sufficient to pay the |
|---|
| 18 | 18 | | principal and interest due on the bonds and notes described by |
|---|
| 19 | 19 | | Subsection (f). Notwithstanding Subsection (f) of this section, |
|---|
| 20 | 20 | | the legislature by general law or in an appropriation act for the |
|---|
| 21 | 21 | | appropriate fiscal year may specify the manner in which the portion |
|---|
| 22 | 22 | | of the annual distribution to which this subsection applies may be |
|---|
| 23 | 23 | | allocated to or used by the applicable board of regents as the |
|---|
| 24 | 24 | | legislature determines to be in the best interests of the |
|---|
| 25 | 25 | | applicable university system. |

| 26 | 26 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 27 | 27 | | submitted to the voters at an election to be held November 2, 2021. |
|---|
| 28 | 28 | | The ballot shall be printed to provide for voting for or against the |
|---|
| 29 | 29 | | proposition: "The constitutional amendment authorizing the |
|---|
| 30 | 30 | | legislature to specify the manner in which certain amounts |
|---|
| 31 | 31 | | distributed from the permanent university fund to the available |
|---|
| 32 | 32 | | university fund are allocated or used." |
