| 7 | 7 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 8 | | SECTION 1. Section 5, Article III, Texas Constitution, is |
|---|
| 9 | 9 | | amended by amending Subsection to read as follows: |
|---|
| 10 | 10 | | Sec. 5. MEETINGS; ORDER OF BUSINESS. (a) The Legislature |
|---|
| 11 | 11 | | shall meet every two years at such time as may be provided by law and |
|---|
| 12 | 12 | | at other times when convened by the Governor. |
|---|
| 13 | 13 | | (b) When convened in regular Session, [the first thirty days |
|---|
| 14 | 14 | | thereof] the Legislature shall [be devoted to the] introduce[tion |
|---|
| 15 | 15 | | of] bills and resolutions, which the various committees of each |
|---|
| 16 | 16 | | House shall hold hearings to consider prior to acting upon; |
|---|
| 17 | 17 | | act[ing] upon emergency appropriations;[,] and pass[ing] upon the |
|---|
| 18 | 18 | | confirmation of the recess appointees of the Governor. [and such]At |
|---|
| 19 | 19 | | any time during regular session the Legislature shall act upon |
|---|
| 20 | 20 | | emergency matters as may be submitted by the Governor in special |
|---|
| 21 | 21 | | messages to the Legislature. [During the succeeding thirty days of |
|---|
| 22 | 22 | | the regular session of the Legislature the various committees of |
|---|
| 23 | 23 | | each House shall hold hearings to consider all bills and |
|---|
| 24 | 24 | | resolutions and other matters then pending; and such emergency |
|---|
| 25 | 25 | | matters as may be submitted by the Governor. During the remainder of |
|---|
| 26 | 26 | | the session the Legislature shall act upon such bills and |
|---|
| 27 | 27 | | resolutions as may be then pending and upon such emergency matters |
|---|
| 28 | 28 | | as may be submitted by the Governor in special messages to the |
|---|
| 29 | 29 | | Legislature.] |

| 30 | 30 | | (c) Notwithstanding Subsection (b), either House may |
|---|
| 31 | 31 | | determine its order of business by an affirmative vote of |
|---|
| 32 | 32 | | four-fifths of its membership. |
|---|
| 33 | 33 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 34 | 34 | | submitted to the voters at an election to be held November 2, 2021. |

| 35 | 35 | | The ballot shall be printed to permit voting for or against the |
|---|
| 36 | 36 | | proposition: "The constitutional amendment repealing the order of |
|---|
| 37 | 37 | | business for regular legislative session to permit the various |
|---|
| 38 | 38 | | legislative committees of each House to consider bills and |
|---|
| 39 | 39 | | resolutions and the Legislature to act upon such bills and |
|---|
| 40 | 40 | | resolutions at any time during regular session." |
