77 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
88 SECTION 1. Section 5, Article III, Texas Constitution, is
99 amended by amending Subsection to read as follows:
1010 Sec. 5. MEETINGS; ORDER OF BUSINESS. (a) The Legislature
1111 shall meet every two years at such time as may be provided by law and
1212 at other times when convened by the Governor.
1313 (b) When convened in regular Session, [the first thirty days
1414 thereof] the Legislature shall [be devoted to the] introduce[tion
1515 of] bills and resolutions, which the various committees of each
1616 House shall hold hearings to consider prior to acting upon;
1717 act[ing] upon emergency appropriations;[,] and pass[ing] upon the
1818 confirmation of the recess appointees of the Governor. [and such]At
1919 any time during regular session the Legislature shall act upon
2020 emergency matters as may be submitted by the Governor in special
2121 messages to the Legislature. [During the succeeding thirty days of
2222 the regular session of the Legislature the various committees of
2323 each House shall hold hearings to consider all bills and
2424 resolutions and other matters then pending; and such emergency
2525 matters as may be submitted by the Governor. During the remainder of
2626 the session the Legislature shall act upon such bills and
2727 resolutions as may be then pending and upon such emergency matters
2828 as may be submitted by the Governor in special messages to the
2929 Legislature.]
3030 (c) Notwithstanding Subsection (b), either House may
3131 determine its order of business by an affirmative vote of
3232 four-fifths of its membership.
3333 SECTION 2. This proposed constitutional amendment shall be
3434 submitted to the voters at an election to be held November 2, 2021.
3535 The ballot shall be printed to permit voting for or against the
3636 proposition: "The constitutional amendment repealing the order of
3737 business for regular legislative session to permit the various
3838 legislative committees of each House to consider bills and
3939 resolutions and the Legislature to act upon such bills and
4040 resolutions at any time during regular session."
