| 9 | 9 | SECTION 1. Article VII, Texas Constitution, is amended by | |
| 10 | 10 | adding Section 21 to read as follows: | |
| 11 | 11 | Sec. 21. The legislature shall appropriate to each state | |
| 12 | 12 | institution of higher education, out of the first money coming into | |
| 13 | 13 | the treasury not otherwise appropriated by this constitution, an | |
| 14 | 14 | amount sufficient to fund at least 50 percent of the cost to the | |
| 15 | 15 | institutions of providing tuition and fee exemptions for veterans | |
| 16 | 16 | under a program created by the legislature by general law. | |
| 17 | 17 | SECTION 2. This proposed constitutional amendment shall be | |
| 18 | 18 | submitted to the voters at an election to be held November 2, 2021. | |
| 19 | 19 | The ballot shall be printed to provide for voting for or against the | |
| 20 | 20 | proposition: "The constitutional amendment requiring the | |
| 21 | 21 | legislature to appropriate funds to state institutions of higher | |
| 22 | 22 | education to fund certain education programs for veterans." |
