9 | 9 | | mathematics (STEM) scholarships. |

10 | 10 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
11 | 11 | | SECTION 1. Section 49-g, Article III, Texas Constitution, |
---|
12 | 12 | | is amended by adding Subsection (c-3) to read as follows: |
---|
13 | 13 | | (c-3) Notwithstanding any other provision of this section, |
---|
14 | 14 | | each time the comptroller determines the amount of general revenue |
---|
15 | 15 | | to be allocated for transfer to the economic stabilization fund |
---|
16 | 16 | | under Subsection (c-1) of this section and that amount is not |
---|
17 | 17 | | increased under Subsection (c-2) of this section, the comptroller |
---|
18 | 18 | | shall reduce the amount of that transfer by 0.01 percent and retain |
---|
19 | 19 | | the amount by which the transfer is reduced as general revenue. |
---|
20 | 20 | | Money retained as general revenue under this subsection may be used |
---|
21 | 21 | | only to provide for a scholarship program for citizens or lawful |
---|
22 | 22 | | permanent residents of the United States who are residents of this |
---|
23 | 23 | | state and are enrolled in an undergraduate science, technology, |
---|
24 | 24 | | engineering, or mathematics (STEM) program at a public institution |
---|
25 | 25 | | of higher education in this state. The legislature by general law |
---|
26 | 26 | | shall provide for the administration of the scholarship program. |
---|
27 | 27 | | SECTION 2. The following temporary provision is added to |
---|
28 | 28 | | the Texas Constitution: |
---|
29 | 29 | | TEMPORARY PROVISION. (a) This temporary provision applies |
---|
30 | 30 | | to the constitutional amendment proposed by the 87th Legislature, |
---|
31 | 31 | | Regular Session, 2021, to reduce the allocation of certain general |
---|
32 | 32 | | revenue to the economic stabilization fund and to use that revenue |
---|
33 | 33 | | for certain science, technology, engineering, and mathematics |
---|
34 | 34 | | (STEM) scholarships. |
---|
35 | 35 | | (b) The amendment to Section 49-g, Article III, of this |
---|
36 | 36 | | constitution applies beginning with the transfer to be made to the |
---|
37 | 37 | | economic stabilization fund under Section 49-g(c) of that article |
---|
38 | 38 | | during the state fiscal year that begins September 1, 2023. |
---|
39 | 39 | | (c) This temporary provision expires January 1, 2024. |

40 | 40 | | SECTION 3. This proposed constitutional amendment shall be |
---|
41 | 41 | | submitted to the voters at an election to be held November 2, 2021. |
---|
42 | 42 | | The ballot shall be printed to permit voting for or against the |
---|
43 | 43 | | proposition: "The constitutional amendment to reduce the |
---|
44 | 44 | | allocation of certain general revenue to the economic stabilization |
---|
45 | 45 | | fund and to use that revenue for certain science, technology, |
---|
46 | 46 | | engineering, and mathematics (STEM) scholarships." |
