55 A JOINT RESOLUTION
66 proposing a constitutional amendment to reduce the allocation of
77 certain general revenue to the economic stabilization fund and to
88 use that revenue for certain science, technology, engineering, and
99 mathematics (STEM) scholarships.
1010 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 49-g, Article III, Texas Constitution,
1212 is amended by adding Subsection (c-3) to read as follows:
1313 (c-3) Notwithstanding any other provision of this section,
1414 each time the comptroller determines the amount of general revenue
1515 to be allocated for transfer to the economic stabilization fund
1616 under Subsection (c-1) of this section and that amount is not
1717 increased under Subsection (c-2) of this section, the comptroller
1818 shall reduce the amount of that transfer by 0.01 percent and retain
1919 the amount by which the transfer is reduced as general revenue.
2020 Money retained as general revenue under this subsection may be used
2121 only to provide for a scholarship program for citizens or lawful
2222 permanent residents of the United States who are residents of this
2323 state and are enrolled in an undergraduate science, technology,
2424 engineering, or mathematics (STEM) program at a public institution
2525 of higher education in this state. The legislature by general law
2626 shall provide for the administration of the scholarship program.
2727 SECTION 2. The following temporary provision is added to
2828 the Texas Constitution:
2929 TEMPORARY PROVISION. (a) This temporary provision applies
3030 to the constitutional amendment proposed by the 87th Legislature,
3131 Regular Session, 2021, to reduce the allocation of certain general
3232 revenue to the economic stabilization fund and to use that revenue
3333 for certain science, technology, engineering, and mathematics
3434 (STEM) scholarships.
3535 (b) The amendment to Section 49-g, Article III, of this
3636 constitution applies beginning with the transfer to be made to the
3737 economic stabilization fund under Section 49-g(c) of that article
3838 during the state fiscal year that begins September 1, 2023.
3939 (c) This temporary provision expires January 1, 2024.
4040 SECTION 3. This proposed constitutional amendment shall be
4141 submitted to the voters at an election to be held November 2, 2021.
4242 The ballot shall be printed to permit voting for or against the
4343 proposition: "The constitutional amendment to reduce the
4444 allocation of certain general revenue to the economic stabilization
4545 fund and to use that revenue for certain science, technology,
4646 engineering, and mathematics (STEM) scholarships."
