55 A JOINT RESOLUTION
66 proposing a constitutional amendment to prohibit the governor from
77 regulating alcoholic beverages, firearms, explosives, or
88 combustibles by order or proclamation.
99 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Article IV, Texas Constitution, is amended by
1111 adding Section 27 to read as follows:
1212 Sec. 27. The Governor may not, by order or proclamation,
1313 suspend or limit the sale, dispensing, or transportation of
1414 alcoholic beverages, firearms, explosives, or combustibles,
1515 regardless of whether this State is in a period of emergency
1616 resulting from a disaster.
1717 SECTION 2. This proposed constitutional amendment shall be
1818 submitted to the voters at an election to be held November 2, 2021.
1919 The ballot shall be printed to permit voting for or against the
2020 proposition: "The constitutional amendment prohibiting the
2121 governor from regulating alcoholic beverages, firearms,
2222 explosives, or combustibles by order or proclamation."
