9 | 9 | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
10 | 10 | SECTION 1. Article XVI, Texas Constitution, is amended by | |
11 | 11 | adding Section 74 to read as follows: | |
12 | 12 | Sec. 74. The state shall provide medical assistance under | |
13 | 13 | the federal Medicaid program to all persons who apply for that | |
14 | 14 | assistance and for whom federal matching money is available. | |
15 | 15 | SECTION 2. The following temporary provision is added to | |
16 | 16 | the Texas Constitution: | |
17 | 17 | TEMPORARY PROVISION. (a) This temporary provision applies | |
18 | 18 | to the constitutional amendment proposed by the 87th Legislature, | |
19 | 19 | Regular Session, 2021, requiring the state to expand eligibility | |
20 | 20 | for Medicaid to all persons for whom federal matching money is | |
21 | 21 | available. | |
22 | 22 | (b) Section 74, Article XVI, of this constitution takes | |
23 | 23 | effect January 1, 2022. | |
24 | 24 | (c) This temporary provision expires January 1, 2023. | |
25 | 25 | SECTION 3. This proposed constitutional amendment shall be | |
26 | 26 | submitted to the voters at an election to be held November 2, 2021. | |
27 | 27 | The ballot shall be printed to provide for voting for or against the | |
28 | 28 | proposition: "The constitutional amendment requiring the state to | |
29 | 29 | expand eligibility for Medicaid to all persons for whom federal | |
30 | 30 | matching money is available." |
