55 A JOINT RESOLUTION
66 proposing a constitutional amendment requiring the state to expand
77 eligibility for Medicaid to all persons for whom federal matching

99 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Article XVI, Texas Constitution, is amended by
1111 adding Section 74 to read as follows:
1212 Sec. 74. The state shall provide medical assistance under
1313 the federal Medicaid program to all persons who apply for that
1414 assistance and for whom federal matching money is available.
1515 SECTION 2. The following temporary provision is added to
1616 the Texas Constitution:
1717 TEMPORARY PROVISION. (a) This temporary provision applies
1818 to the constitutional amendment proposed by the 87th Legislature,
1919 Regular Session, 2021, requiring the state to expand eligibility
2020 for Medicaid to all persons for whom federal matching money is
2121 available.
2222 (b) Section 74, Article XVI, of this constitution takes
2323 effect January 1, 2022.
2424 (c) This temporary provision expires January 1, 2023.
2525 SECTION 3. This proposed constitutional amendment shall be
2626 submitted to the voters at an election to be held November 2, 2021.
2727 The ballot shall be printed to provide for voting for or against the
2828 proposition: "The constitutional amendment requiring the state to
2929 expand eligibility for Medicaid to all persons for whom federal
3030 matching money is available."
