| 5 | 6 | | WHEREAS, Vincent Sheffield has been named interim |

| 6 | 7 | | superintendent of the El Paso Independent School District; and |

| 7 | 8 | | WHEREAS, Appointed on November 5, 2020, Vince Sheffield is |
|---|
| 8 | 9 | | the first Black superintendent of El Paso ISD; he joined the |
|---|
| 9 | 10 | | district in 1993 as a fifth-grade teacher at Alamo Elementary |
|---|
| 10 | 11 | | School, and he went on to work as the assistant principal at Newman |
|---|
| 11 | 12 | | Elementary School and as principal of Hillside Elementary; he was |
|---|
| 12 | 13 | | subsequently employed by the district's central office, where he |
|---|
| 13 | 14 | | held numerous positions in human resources; in 2016, he was named |
|---|
| 14 | 15 | | deputy superintendent of administration and academics, and he |
|---|
| 15 | 16 | | continues to serve in that position in addition to his role as |
|---|
| 16 | 17 | | interim superintendent; and |
|---|
| 17 | 18 | | WHEREAS, Over the course of more than two and a half decades |
|---|
| 18 | 19 | | with El Paso ISD, Mr. Sheffield has worked tirelessly to foster a |
|---|
| 19 | 20 | | positive learning environment and provide valuable educational |
|---|
| 20 | 21 | | opportunities to area students; although the COVID-19 pandemic has |
|---|
| 21 | 22 | | placed immense burdens on schools throughout the district, he has |
|---|
| 22 | 23 | | risen to this unprecedented challenge, and his able leadership has |
|---|
| 23 | 24 | | been instrumental in the ongoing transition back to in-person |
|---|
| 24 | 25 | | instruction; and |
|---|
| 25 | 26 | | WHEREAS, A veteran of the U.S. Army, Mr. Sheffield came to El |
|---|
| 26 | 27 | | Paso three decades ago when he was stationed at Fort Bliss; he holds |
|---|
| 27 | 28 | | a bachelor's degree in education from George Mason University in |
|---|
| 28 | 29 | | Fairfax, Virginia, and a master's degree in educational |
|---|
| 29 | 30 | | administration from The University of Texas at El Paso; and |
|---|
| 30 | 31 | | WHEREAS, Vince Sheffield has demonstrated a profound |
|---|
| 31 | 32 | | commitment to the students of El Paso ISD, and his dedication, |

| 32 | 33 | | professionalism, and commitment to excellence will continue to |
|---|
| 33 | 34 | | serve him well as he takes on the challenges and opportunities of |

| 34 | 35 | | his new position; now, therefore, be it |

| 35 | 36 | | RESOLVED, That the House of Representatives of the 87th Texas |

| 36 | 37 | | Legislature hereby congratulate Vincent Sheffield on his |

| 37 | 38 | | appointment as interim superintendent of the El Paso Independent |

| 38 | 39 | | School District and extend to him sincere best wishes for a |
