| 5 | 6 | | WHEREAS, Delvin Starling has been named the 2020 Police |

| 6 | 7 | | Officer of the Year by the Kennedale Police Department; and |

| 7 | 8 | | WHEREAS, The well-being of our communities depends on the |

| 8 | 9 | | skill and professionalism of its police personnel, who fulfill an |

| 9 | 10 | | oath of duty to uphold the law and ensure the safety of their fellow |

| 10 | 11 | | citizens; and |
|---|
| 11 | 12 | | WHEREAS, For more than six years, Officer Starling has served |
|---|
| 12 | 13 | | as a school resource officer for the Kennedale Independent School |
|---|
| 13 | 14 | | District, where he has taught classes, mentored students, overseen |
|---|
| 14 | 15 | | the Crime Stoppers program, and coordinated the High School Youth |
|---|
| 15 | 16 | | Police Academy; he was also recently selected to be a hostage |
|---|
| 16 | 17 | | negotiator with the Mansfield SWAT unit, and he is currently the |
|---|
| 17 | 18 | | only member of the Kennedale Police Department to be assigned to |
|---|
| 18 | 19 | | work with a regional SWAT team; and |
|---|
| 19 | 20 | | WHEREAS, Dedicated police officers such as Delvin Starling |

| 20 | 21 | | are deserving of our utmost gratitude for the vital work they |

| 21 | 22 | | perform, and it is a privilege to join Officer Starling's |

| 22 | 23 | | colleagues in honoring him for his achievements; now, therefore, be |
