7 | 8 | | Force Colonel Patricia Ellen Frain on May 3, 2021, at the age of 75; |

9 | 10 | | WHEREAS, Pat Frain was born in St. Louis, Missouri, on June |

10 | 11 | | 19, 1945, to Luke and Ann Frain; after graduating from Hillsboro |
---|
11 | 12 | | High School in Illinois in 1963, she earned a nursing degree from |
---|
12 | 13 | | St. Luke's Hospital School of Nursing in St. Louis; and |
---|
13 | 14 | | WHEREAS, Answering her nation's call to duty, Ms. Frain |
---|
14 | 15 | | joined the U.S. Air Force in June 1970, and over the course of her |
---|
15 | 16 | | exemplary 22-year military career, she earned the Meritorious |
---|
16 | 17 | | Service Medal with two bronze oak leaf clusters, the Air Force |
---|
17 | 18 | | Commendation Medal, the Air Force Outstanding Unit Award with one |
---|
18 | 19 | | bronze oak leaf cluster, the Air Force Organizational Excellence |
---|
19 | 20 | | Award, and the National Defense Service Medal with one bronze star, |
---|
20 | 21 | | among many other awards; after retiring in August 1992 at the rank |
---|
21 | 22 | | of colonel, she received the Legion of Merit, one of the highest |
---|
22 | 23 | | honors given to military personnel; and |
---|
23 | 24 | | WHEREAS, Ms. Frain continued to serve in civilian life as an |

24 | 25 | | inspiring mentor to many people, and she was the mayor of Sunrise |
---|
25 | 26 | | Beach for 13 years, earning the respect of the community for her |

26 | 27 | | no-nonsense servant leadership, never asking anyone to do anything |

27 | 28 | | she wasn't willing to do herself; in retirement, she delighted in |
---|
28 | 29 | | the time she spent sewing, quilting, and embroidering, and she also |
---|
29 | 30 | | enjoyed golfing, shooting, and woodworking; and |
---|
30 | 31 | | WHEREAS, A proud military veteran and a dedicated public |
---|
31 | 32 | | servant, Pat Frain lived a rich and purposeful life, and she leaves |

32 | 33 | | behind a legacy that will continue to inspire all those who knew and |

33 | 34 | | loved her; now, therefore, be it |

34 | 35 | | RESOLVED, That the House of Representatives of the 87th Texas |

35 | 36 | | Legislature hereby pay tribute to the memory of Colonel Patricia |

36 | 37 | | Ellen Frain and extend heartfelt sympathy to the members of her |

37 | 38 | | family: to her sister, Jane Chesser, and her husband, Clyde; to her |
