45 R E S O L U T I O N
56 WHEREAS, A life dedicated to the service of her country and
67 her community drew to a close with the death of retired U.S. Air
78 Force Colonel Patricia Ellen Frain on May 3, 2021, at the age of 75;
89 and
910 WHEREAS, Pat Frain was born in St. Louis, Missouri, on June
1011 19, 1945, to Luke and Ann Frain; after graduating from Hillsboro
1112 High School in Illinois in 1963, she earned a nursing degree from
1213 St. Luke's Hospital School of Nursing in St. Louis; and
1314 WHEREAS, Answering her nation's call to duty, Ms. Frain
1415 joined the U.S. Air Force in June 1970, and over the course of her
1516 exemplary 22-year military career, she earned the Meritorious
1617 Service Medal with two bronze oak leaf clusters, the Air Force
1718 Commendation Medal, the Air Force Outstanding Unit Award with one
1819 bronze oak leaf cluster, the Air Force Organizational Excellence
1920 Award, and the National Defense Service Medal with one bronze star,
2021 among many other awards; after retiring in August 1992 at the rank
2122 of colonel, she received the Legion of Merit, one of the highest
2223 honors given to military personnel; and
2324 WHEREAS, Ms. Frain continued to serve in civilian life as an
2425 inspiring mentor to many people, and she was the mayor of Sunrise
2526 Beach for 13 years, earning the respect of the community for her
2627 no-nonsense servant leadership, never asking anyone to do anything
2728 she wasn't willing to do herself; in retirement, she delighted in
2829 the time she spent sewing, quilting, and embroidering, and she also
2930 enjoyed golfing, shooting, and woodworking; and
3031 WHEREAS, A proud military veteran and a dedicated public
3132 servant, Pat Frain lived a rich and purposeful life, and she leaves
3233 behind a legacy that will continue to inspire all those who knew and
3334 loved her; now, therefore, be it
3435 RESOLVED, That the House of Representatives of the 87th Texas
3536 Legislature hereby pay tribute to the memory of Colonel Patricia
3637 Ellen Frain and extend heartfelt sympathy to the members of her
3738 family: to her sister, Jane Chesser, and her husband, Clyde; to her
3839 nieces, Becky Jorn, Brenda Young and her husband, Terry, and Julie
3940 Pachesa and her husband, Bob; and to her other relatives and many
4041 friends; and, be it further
4142 RESOLVED, That an official copy of this resolution be
4243 prepared for her family and that when the Texas House of
4344 Representatives adjourns this day, it do so in memory of Pat Frain.
