5 | 6 | | WHEREAS, Frederick William Herzberger, the chief building |

6 | 7 | | official for the city of McKinney, passed away on May 1, 2021, at |

7 | 8 | | the age of 69; and |
---|
8 | 9 | | WHEREAS, "Rick" Herzberger was born in Wilmington, Ohio, on |
---|
9 | 10 | | February 21, 1952, to James Robert and Laurys Annie Herzberger; he |
---|
10 | 11 | | grew up with the companionship of a brother, Art, and a sister, |
---|
11 | 12 | | Suzanne, and he went on to graduate from Andrews High School in |
---|
12 | 13 | | Andrews, Texas, in 1970; he worked as a brick mason and found |
---|
13 | 14 | | employment in the oil and gas industry for many years before he |
---|
14 | 15 | | moved with his family to the Dallas-Fort Worth Metroplex in 1990; |
---|
15 | 16 | | there, he began his professional career in building inspections and |
---|
16 | 17 | | development services, which spanned more than three decades and |
---|
17 | 18 | | included work as the building official for the cities of Wylie, |
---|
18 | 19 | | Rockwall, and DeSoto; and |
---|
19 | 20 | | WHEREAS, Mr. Herzberger was hired as the chief building |
---|
20 | 21 | | official for the City of McKinney in June 2013; in that role, he was |
---|
21 | 22 | | an enthusiastic advocate for building safety and building |
---|
22 | 23 | | improvements, and during his tenure, he helped the community keep |
---|
23 | 24 | | pace with the need for new development as its population nearly |
---|
24 | 25 | | doubled; along the way, he oversaw the construction of |
---|
25 | 26 | | approximately 15,000 single-family homes and the addition of over |
---|
26 | 27 | | $8.3 billion worth of new construction; and |
---|
27 | 28 | | WHEREAS, A devoted family man, Mr. Herzberger was blessed |
---|
28 | 29 | | with the affection of his daughters, Rikie and Lucky, and his |
---|
29 | 30 | | grandchildren, Ericka, Kennedy, Journey, and Caynan; he enjoyed |
---|
30 | 31 | | supporting his grandchildren in all of their activities, and during |
---|
31 | 32 | | his leisure time, he was fond of playing the guitar and harmonica |
---|
32 | 33 | | and participating in indoor cycling classes; and |
---|
33 | 34 | | WHEREAS, Rick Herzberger is deeply missed by all who were |
---|
34 | 35 | | fortunate enough to know him as a loved one, friend, and colleague, |
---|
35 | 36 | | and the impact of his wide-ranging contributions will long be felt |
---|
36 | 37 | | in the communities he served; now, therefore, be it |

37 | 38 | | RESOLVED, That the House of Representatives of the 87th Texas |

38 | 39 | | Legislature hereby pay tribute to the life of Frederick William |

39 | 40 | | Herzberger and extend sincere sympathy to the members of his |

40 | 41 | | family: to his daughters, Rikie Herzberger and Lucky Herzberger; to |

41 | 42 | | his grandchildren, Ericka Smith, Kennedy Thomas, Journey Thomas, |
