45 R E S O L U T I O N
56 WHEREAS, Frederick William Herzberger, the chief building
67 official for the city of McKinney, passed away on May 1, 2021, at
78 the age of 69; and
89 WHEREAS, "Rick" Herzberger was born in Wilmington, Ohio, on
910 February 21, 1952, to James Robert and Laurys Annie Herzberger; he
1011 grew up with the companionship of a brother, Art, and a sister,
1112 Suzanne, and he went on to graduate from Andrews High School in
1213 Andrews, Texas, in 1970; he worked as a brick mason and found
1314 employment in the oil and gas industry for many years before he
1415 moved with his family to the Dallas-Fort Worth Metroplex in 1990;
1516 there, he began his professional career in building inspections and
1617 development services, which spanned more than three decades and
1718 included work as the building official for the cities of Wylie,
1819 Rockwall, and DeSoto; and
1920 WHEREAS, Mr. Herzberger was hired as the chief building
2021 official for the City of McKinney in June 2013; in that role, he was
2122 an enthusiastic advocate for building safety and building
2223 improvements, and during his tenure, he helped the community keep
2324 pace with the need for new development as its population nearly
2425 doubled; along the way, he oversaw the construction of
2526 approximately 15,000 single-family homes and the addition of over
2627 $8.3 billion worth of new construction; and
2728 WHEREAS, A devoted family man, Mr. Herzberger was blessed
2829 with the affection of his daughters, Rikie and Lucky, and his
2930 grandchildren, Ericka, Kennedy, Journey, and Caynan; he enjoyed
3031 supporting his grandchildren in all of their activities, and during
3132 his leisure time, he was fond of playing the guitar and harmonica
3233 and participating in indoor cycling classes; and
3334 WHEREAS, Rick Herzberger is deeply missed by all who were
3435 fortunate enough to know him as a loved one, friend, and colleague,
3536 and the impact of his wide-ranging contributions will long be felt
3637 in the communities he served; now, therefore, be it
3738 RESOLVED, That the House of Representatives of the 87th Texas
3839 Legislature hereby pay tribute to the life of Frederick William
3940 Herzberger and extend sincere sympathy to the members of his
4041 family: to his daughters, Rikie Herzberger and Lucky Herzberger; to
4142 his grandchildren, Ericka Smith, Kennedy Thomas, Journey Thomas,
4243 and Caynan Russell; to his sister, Suzanne Smith, and her husband,
4344 Emory; and to his numerous other relatives and friends; and, be it
4445 further
4546 RESOLVED, That an official copy of this resolution be
4647 prepared for his family and that when the Texas House of
4748 Representatives adjourns this day, it do so in memory of Rick
4849 Herzberger.
