45 R E S O L U T I O N
56 WHEREAS, Deputy Caleb Daniel Rule of the Fort Bend County
67 Precinct 4 Constable's Office died in the line of duty on May 29,
78 2020, at the age of 37, and his family, friends, colleagues, and
89 community mourn the loss of this exemplary officer; and
910 WHEREAS, Caleb Rule was born in Salina, Kansas, on June 5,
1011 1982, to Stanley R. Rule and Judith K. Daniels; he grew up with the
1112 companionship of a brother, Matt, and a sister, Carrie, and the
1213 family moved to Houston for a time before settling in Needville; and
1314 WHEREAS, Deputy Rule began his career in law enforcement as a
1415 dispatcher for the Rosenberg Police Department in 2002, and he
1516 subsequently worked as a correctional officer for the Fort Bend
1617 County Sheriff's Office; after joining the Missouri City Police
1718 Department in 2004, he went on to serve as a detective in that
1819 department from 2011 to 2018, as well as in numerous other
1920 capacities; he later excelled in his duties with the Fort Bend
2021 County Precinct 4 Constable's Office, where he was hired as a patrol
2122 deputy in September 2019; a humble and hardworking officer, he
2223 never shied away from difficult assignments and always sought out
2324 opportunities to better serve his department and community; he was
2425 also a dedicated mentor who found fulfillment in helping his
2526 younger colleagues hone their skills; and
2627 WHEREAS, An immensely proud family man, Deputy Rule enjoyed
2728 the love and support of his wife, Eden Rule, who was his high school
2829 sweetheart, and the couple were blessed with four children, Annie,
2930 Rosalan, Mark, and Lizzie; and
3031 WHEREAS, In all his endeavors, Deputy Rule drew strength from
3132 his deep and abiding faith; he won the affection of all who knew him
3233 with his warm, gregarious personality and unique sense of humor,
3334 and he had a passion for music and for playing the guitar, as well as
3435 an interest in theater and photography; and
3536 WHEREAS, Deputy Rule embodied the highest ideals of his
3637 profession, and although he is greatly missed, his commitment to
3738 his calling and his love for his family will remain a lasting source
3839 of inspiration to those he left behind; now, therefore, be it
3940 RESOLVED, That the House of Representatives of the 87th Texas
4041 Legislature hereby pay tribute to the life of Deputy Caleb Daniel
4142 Rule and extend deepest condolences to the members of his family: to
4243 his wife, Eden Rule; to his children, Annie, Rosalan, Mark, and
4344 Lizzie Rule; to his parents, Stan and Judy Rule; to his siblings,
4445 Matt and Carrie; and to his other relatives and many friends; and,
4546 be it further
4647 RESOLVED, That an official copy of this resolution be
4748 prepared for his family and that when the Texas House of
4849 Representatives adjourns this day, it do so in memory of Caleb Rule.
