45 R E S O L U T I O N
56 WHEREAS, Dr. Bill Dean is retiring from Texas Tech University
67 on June 1, 2021, drawing to a close a distinguished 54-year career
78 with the institution; and
89 WHEREAS, Dr. Dean first joined Texas Tech in 1967 as director
910 of student publications, and he went on to become an associate
1011 professor in the College of Media & Communication, where he has
1112 taught classes in mass communications, journalism, and public
1213 relations; moreover, he has served as an associate dean and as an
1314 academic adviser, and he was president and CEO of the Texas Tech
1415 Alumni Association, which named an expansion of the Merket Alumni
1516 Center in honor of him and his wife, Peggy; he also held multiple
1617 leadership positions in Phi Delta Theta; and
1718 WHEREAS, Among his many accolades, Dr. Dean was named the
1819 Best Teacher at Texas Tech by students more than a dozen times, and
1920 he twice received the President's Teaching Award for Excellence; in
2021 2015, he was presented with a Silver Medal Award by the Lubbock
2122 Advertising Federation in recognition of his contributions to
2223 advertising and public service, and in 2017, he was honored with a
2324 Lifetime Service Award from the TTU College of Media &
2425 Communication; and
2526 WHEREAS, In addition to his work as an educator, Dr. Dean has
2627 been involved with a number of civic organizations; he has served as
2728 president of the board of the YMCA, as chair of the Lubbock Transit
2829 advisory board, and as chair of the American Red Cross board; a
2930 former baseball player, he has also directed the National Baseball
3031 Congress Tournament and coached a number of youth baseball teams;
3132 and
3233 WHEREAS, Prior to his tenure with Texas Tech, Dr. Dean served
3334 with the U.S. Army on active duty and in the reserve, and in 1967, he
3435 was honorably discharged as a first lieutenant; he went on to teach
3536 journalism and work as student publications director at Lubbock
3637 High School, and he later became the student activities director at
3738 Coronado High School; he holds three degrees from Texas Tech, a
3839 bachelor's degree in marketing, a master's degree in secondary
3940 education, and a doctorate in education administration; and
4041 WHEREAS, Bill Dean's dedication and expertise have benefited
4142 countless students and earned him the lasting respect and
4243 admiration of his colleagues, and he may take great pride in his
4344 exceptional record of achievement as he embarks on the next
4445 exciting chapter of his life; now, therefore, be it
4546 RESOLVED, That the House of Representatives of the 87th Texas
4647 Legislature hereby congratulate Dr. Bill Dean on his retirement
4748 from Texas Tech University and extend to him sincere best wishes for
4849 the future; and, be it further
4950 RESOLVED, That an official copy of this resolution be
5051 prepared for Dr. Dean as an expression of high regard by the Texas
5152 House of Representatives.
