| 5 | 6 | | WHEREAS, The State of Texas has greatly benefited from the |

| 6 | 7 | | dedicated efforts of the staff of the Legislative Budget Board |

| 7 | 8 | | during the 87th Legislative Session; and |
|---|
| 8 | 9 | | WHEREAS, A permanent joint committee of the Texas |
|---|
| 9 | 10 | | Legislature, LBB develops budget and policy recommendations for |
|---|
| 10 | 11 | | legislative appropriations, prepares fiscal analyses for proposed |
|---|
| 11 | 12 | | legislation, and evaluates the efficiency and performance of state |
|---|
| 12 | 13 | | and local operations; and |
|---|
| 13 | 14 | | WHEREAS, Members of LBB carry out a wide range of |
|---|
| 14 | 15 | | responsibilities assigned by statute, including the adoption of a |
|---|
| 15 | 16 | | constitutional spending limit and preparation of a General |
|---|
| 16 | 17 | | Appropriations Bill draft and budget estimates document; in |
|---|
| 17 | 18 | | addition, they conduct comprehensive reviews of the educational, |
|---|
| 18 | 19 | | financial, and operational services and programs of Texas school |
|---|
| 19 | 20 | | districts, prepare fiscal notes and impact statements on proposed |
|---|
| 20 | 21 | | legislation, maintain the state contract database for online access |
|---|
| 21 | 22 | | by the public, and guide, review, and finalize agency strategic |
|---|
| 22 | 23 | | plans; and |
|---|
| 23 | 24 | | WHEREAS, Over the course of the session, LBB supports the |
|---|
| 24 | 25 | | legislative appropriations process by providing staff resources |
|---|
| 25 | 26 | | for the House Appropriations Committee, the Senate Finance |
|---|
| 26 | 27 | | Committee, and the Conference Committee on Appropriations; the |
|---|
| 27 | 28 | | board also publishes fiscal information and maintains a website |
|---|
| 28 | 29 | | that provides budget information and documents; during the interim, |
|---|
| 29 | 30 | | LBB offers assistance to standing and special committees and keeps |
|---|
| 30 | 31 | | legislators informed about significant budget and performance |
|---|
| 31 | 32 | | developments among state agencies; and |

| 32 | 33 | | WHEREAS, The LBB staff is skillfully guided by an outstanding |
|---|
| 33 | 34 | | team of assistant directors, which includes Wayne Pulver, Nora |
|---|
| 34 | 35 | | Velasco, Scott Dudley, and Matt Medford; and |
|---|
| 35 | 36 | | WHEREAS, The administration and staff of the Legislative |
|---|
| 36 | 37 | | Budget Board work tirelessly to ensure the effectiveness and |
|---|
| 37 | 38 | | efficiency of Texas state government, and in so doing, they are |
|---|
| 38 | 39 | | rendering a vital service to the people of the Lone Star State; now, |

| 39 | 40 | | therefore, be it |

| 40 | 41 | | RESOLVED, That the House of Representatives of the 87th Texas |
|---|
| 41 | 42 | | Legislature hereby recognize the Legislative Budget Board and |
|---|
| 42 | 43 | | commend its administration and staff for their exemplary work |
|---|
| 43 | 44 | | during the 87th Legislative Session; and, be it further |
|---|
| 44 | 45 | | RESOLVED, That an official copy of this resolution be |
|---|
| 45 | 46 | | prepared for the board as an expression of high regard by the Texas |
|---|
| 46 | 47 | | House of Representatives. |
