45 R E S O L U T I O N
56 WHEREAS, The staff of the Texas Legislative Council has
67 worked diligently to meet the needs of the legislature over the
78 course of this 140-day regular session; and
89 WHEREAS, Led by executive director Jeff Archer, assistant
910 executive director Kimberly Shields, and general counsel Jon
1011 Heining, the council staff is organized into five
1112 divisions--information systems, legal, research, document
1213 production, and administration--each of which specializes in
1314 specific areas of support; and
1415 WHEREAS, The council's information systems division, guided
1516 by division director Joe Diana, provides a range of
1617 computer-related services to the legislative branch of state
1718 government; in addition to equipping member offices with PCs,
1819 iPads, printers, and software, the division maintains the network
1920 infrastructure for the Capitol community, develops applications,
2021 and offers comprehensive training and assistance in technical
2122 matters, lending its expertise through a variety of channels; and
2223 WHEREAS, Under the leadership of division director Mike
2324 Marshall, the attorneys, legal assistants, editors, and support
2425 staff of the legal division help to craft proposed bills and
2526 constitutional amendments, substitutes, amendments, conference
2627 committee reports, and miscellaneous drafts and provide legal
2728 advice and analysis on request; the division's legal editing team
2829 also performs a dual role by carrying out the engrossing and
2930 enrolling duties for the house; and
3031 WHEREAS, The research division, led by division director
3132 Karen White, is composed of the data analysis & digital content,
3233 mapping & redistricting, policy research & bill analysis, research
3334 editing & special projects, and resolutions & publications
3435 sections; during the session, division staff produce numerous bill
3536 analyses for house committees, resolutions and certificates, and
3637 side-by-side analyses; they also maintain Capweb and other useful
3738 websites; and
3839 WHEREAS, Contributing to the council's efforts to serve the
3940 legislature are the members of the TLC document production staff;
4041 division director Janet Sullivan manages sections that handle data
4142 transcription, graphics, proofreading, printing, and document
4243 processing; over the course of the session, the division produces
4344 and distributes thousands of drafts, house official printings, and
4445 other documents; and
4546 WHEREAS, The council's diverse responsibilities are
4647 supported by the staff of the administration division, who keep the
4748 other divisions running smoothly through their efforts in the areas
4849 of human resources, accounting and purchasing, and assurance
4950 services; and
5051 WHEREAS, Council staff bring to their duties precision,
5152 creativity, knowledge, and technical expertise, serving the
5253 legislature and the citizens of this state with stamina and
5354 resilience as they meet the myriad challenges of a legislative
5455 session; now, therefore, be it
5556 RESOLVED, That the House of Representatives of the 87th Texas
5657 Legislature hereby recognize the staff of the Texas Legislative
5758 Council for their work in behalf of the legislative branch of
5859 government and the Lone Star State; and, be it further
5960 RESOLVED, That an official copy of this resolution be
6061 prepared for the council staff as an expression of high regard by
6162 the Texas House of Representatives.
