| 5 | 6 | | WHEREAS, The staff of the Texas Legislative Council has |

| 7 | 8 | | course of this 140-day regular session; and |
|---|
| 8 | 9 | | WHEREAS, Led by executive director Jeff Archer, assistant |

| 9 | 10 | | executive director Kimberly Shields, and general counsel Jon |

| 10 | 11 | | Heining, the council staff is organized into five |
|---|
| 11 | 12 | | divisions--information systems, legal, research, document |
|---|
| 12 | 13 | | production, and administration--each of which specializes in |
|---|
| 13 | 14 | | specific areas of support; and |
|---|
| 14 | 15 | | WHEREAS, The council's information systems division, guided |
|---|
| 15 | 16 | | by division director Joe Diana, provides a range of |
|---|
| 16 | 17 | | computer-related services to the legislative branch of state |
|---|
| 17 | 18 | | government; in addition to equipping member offices with PCs, |
|---|
| 18 | 19 | | iPads, printers, and software, the division maintains the network |
|---|
| 19 | 20 | | infrastructure for the Capitol community, develops applications, |
|---|
| 20 | 21 | | and offers comprehensive training and assistance in technical |
|---|
| 21 | 22 | | matters, lending its expertise through a variety of channels; and |
|---|
| 22 | 23 | | WHEREAS, Under the leadership of division director Mike |
|---|
| 23 | 24 | | Marshall, the attorneys, legal assistants, editors, and support |
|---|
| 24 | 25 | | staff of the legal division help to craft proposed bills and |
|---|
| 25 | 26 | | constitutional amendments, substitutes, amendments, conference |
|---|
| 26 | 27 | | committee reports, and miscellaneous drafts and provide legal |
|---|
| 27 | 28 | | advice and analysis on request; the division's legal editing team |
|---|
| 28 | 29 | | also performs a dual role by carrying out the engrossing and |
|---|
| 29 | 30 | | enrolling duties for the house; and |
|---|
| 30 | 31 | | WHEREAS, The research division, led by division director |
|---|
| 31 | 32 | | Karen White, is composed of the data analysis & digital content, |
|---|
| 32 | 33 | | mapping & redistricting, policy research & bill analysis, research |
|---|
| 33 | 34 | | editing & special projects, and resolutions & publications |
|---|
| 34 | 35 | | sections; during the session, division staff produce numerous bill |
|---|
| 35 | 36 | | analyses for house committees, resolutions and certificates, and |
|---|
| 36 | 37 | | side-by-side analyses; they also maintain Capweb and other useful |
|---|
| 37 | 38 | | websites; and |

| 38 | 39 | | WHEREAS, Contributing to the council's efforts to serve the |
|---|
| 39 | 40 | | legislature are the members of the TLC document production staff; |
|---|
| 40 | 41 | | division director Janet Sullivan manages sections that handle data |
|---|
| 41 | 42 | | transcription, graphics, proofreading, printing, and document |
|---|
| 42 | 43 | | processing; over the course of the session, the division produces |
|---|
| 43 | 44 | | and distributes thousands of drafts, house official printings, and |
|---|
| 44 | 45 | | other documents; and |

| 45 | 46 | | WHEREAS, The council's diverse responsibilities are |

| 46 | 47 | | supported by the staff of the administration division, who keep the |
|---|
| 47 | 48 | | other divisions running smoothly through their efforts in the areas |
|---|
| 48 | 49 | | of human resources, accounting and purchasing, and assurance |
|---|
| 49 | 50 | | services; and |

| 50 | 51 | | WHEREAS, Council staff bring to their duties precision, |

| 51 | 52 | | creativity, knowledge, and technical expertise, serving the |
|---|
| 52 | 53 | | legislature and the citizens of this state with stamina and |
|---|
| 53 | 54 | | resilience as they meet the myriad challenges of a legislative |
|---|
| 54 | 55 | | session; now, therefore, be it |
|---|
| 55 | 56 | | RESOLVED, That the House of Representatives of the 87th Texas |

| 56 | 57 | | Legislature hereby recognize the staff of the Texas Legislative |
|---|
| 57 | 58 | | Council for their work in behalf of the legislative branch of |
|---|
| 58 | 59 | | government and the Lone Star State; and, be it further |
|---|
| 59 | 60 | | RESOLVED, That an official copy of this resolution be |
|---|

|---|
