| 5 | 6 | | WHEREAS, Carol Donovan is stepping down as Dallas County |

| 6 | 7 | | Democratic Party chair in 2021, concluding a noteworthy tenure that |

| 7 | 8 | | has spanned six years; and |
|---|
| 8 | 9 | | WHEREAS, Elected in 2015, Ms. Donovan has guided DCDP through |
|---|
| 9 | 10 | | a period of growth, working effectively with precinct chairs and |
|---|
| 10 | 11 | | other elected officials; the party fielded candidates for every one |
|---|
| 11 | 12 | | of the county's state representative seats for the first time in |
|---|
| 12 | 13 | | 2016, and State Representative Victoria Neave won her race; |
|---|
| 13 | 14 | | furthermore, Democratic Party presidential candidate Hillary |
|---|
| 14 | 15 | | Clinton garnered 64 percent of the vote in the county; and |
|---|
| 15 | 16 | | WHEREAS, Democrats won 80 percent of Dallas County races on |

| 16 | 17 | | the ballot in 2018; DCDP flipped a congressional seat, a state |

| 17 | 18 | | senate seat, and a seat in the Texas House, and it sent to Austin the |
|---|
| 18 | 19 | | county's largest Democratic delegation of state representatives |

| 19 | 20 | | since 1971; in addition, it elected its "Slate of Eight" to the |
|---|
| 20 | 21 | | Fifth Court of Appeals, transforming it into a Democratic-majority |

| 21 | 22 | | body; voters returned a Democrat to the district attorney's office |

| 22 | 23 | | as well; and |
|---|
| 23 | 24 | | WHEREAS, In 2020, DCDP retained all of its seats and gained |
|---|
| 24 | 25 | | new seats on the Fifth Court of Appeals; moreover, 65 percent of |
|---|
| 25 | 26 | | voters in the county chose President Joseph R. Biden; and |
|---|
| 26 | 27 | | WHEREAS, Under Ms. Donovan's leadership, the number of |

| 27 | 28 | | Democratic Party registrations in the county has increased and |
|---|
| 28 | 29 | | turnout has climbed from 55 to 66 percent; DCDP has raised more than |
|---|
| 29 | 30 | | $2.5 million, and many new precinct chairs have come on board; and |

| 30 | 31 | | WHEREAS, Carol Donovan has greatly benefited the Democratic |
|---|
| 31 | 32 | | Party through her tireless endeavors in Dallas County, and as she |
|---|
| 32 | 33 | | embarks on the next exciting chapter of her life, she may indeed |

| 33 | 34 | | reflect with pride on her accomplishments; now, therefore, be it |

| 34 | 35 | | RESOLVED, That the House of Representatives of the 87th Texas |

| 35 | 36 | | Legislature hereby honor Carol Donovan for her service as Dallas |

| 36 | 37 | | County Democratic Party chair and extend to her sincere best wishes |
