| 5 | 6 | | WHEREAS, Frances Hibbs is retiring as Amarillo city secretary |

| 6 | 7 | | in 2021, and the conclusion of her outstanding tenure provides a |

| 7 | 8 | | fitting opportunity to reflect on the numerous contributions made |

| 8 | 9 | | by this esteemed public servant; and |
|---|
| 9 | 10 | | WHEREAS, An Amarillo native, Ms. Hibbs attended Palo Duro |
|---|
| 10 | 11 | | High School and Amarillo College; she first joined the City of |
|---|
| 11 | 12 | | Amarillo in April 1990, and during her 31 years with the city, she |
|---|
| 12 | 13 | | has ably served in a variety of capacities, including as assistant |
|---|
| 13 | 14 | | city secretary; promoted to city secretary in 2012, she has been |
|---|
| 14 | 15 | | responsible for such essential tasks as maintaining city records, |
|---|
| 15 | 16 | | conducting municipal elections, preparing official documents and |
|---|
| 16 | 17 | | council agendas, and providing secretarial assistance to the city |
|---|
| 17 | 18 | | manager and the elected members of city government; and |
|---|
| 18 | 19 | | WHEREAS, Renowned for her loyalty, responsibility, and |
|---|
| 19 | 20 | | attention to detail, Ms. Hibbs has provided a welcome sense of |
|---|
| 20 | 21 | | stability at city hall, having worked with six mayors, five city |
|---|
| 21 | 22 | | managers, and numerous council members in her time as a city |
|---|
| 22 | 23 | | employee; and |
|---|
| 23 | 24 | | WHEREAS, The effective operation of government depends on the |
|---|
| 24 | 25 | | able and dedicated efforts of our public servants, and Frances |
|---|
| 25 | 26 | | Hibbs may indeed take pride in her accomplishments as she looks |
|---|
| 26 | 27 | | ahead to the next exciting chapter of her life; now, therefore, be |

| 28 | 29 | | RESOLVED, That the House of Representatives of the 87th Texas |

| 29 | 30 | | Legislature hereby congratulate Frances Hibbs on her retirement |
