H.R. No. 1313 R E S O L U T I O N WHEREAS, Vice Mayor Pro Tem Martha Castex-Tatum of the City of Houston was elected as president of the Texas Municipal League on May 11, 2021; and WHEREAS, Established in 1913, the Texas Municipal League seeks to empower Texas cities by providing legislative, legal, and training services to city governments; its 16,000 members from more than 1,160 cities include mayors, city councilpersons, city managers, city attorneys, and department heads; chosen as the league's president-elect on October 15, 2020, Ms. Castex-Tatum began serving an extended term as president when her predecessor vacated the position early; the eighth City of Houston official to be elected president of TML and the first president to have served on the city councils of two Texas cities, she will hold the office until October 2022; she also represents the City of Houston on the TML board of directors; and WHEREAS, In May 2018, Ms. Castex-Tatum won a special election to fill the vacant Houston City Council position for District K, and in January 2020, she began her first four-year term on the council; that same month, she was unanimously elected as vice mayor pro tem by the mayor and city council; she chairs the Economic Development Committee and sits on the Budget and Fiscal Affairs, Ethics, Elections and Council Governance, Housing and Community Affairs, Regulatory and Neighborhood Affairs, and Transportation, Technology and Infrastructure Committees; and WHEREAS, Ms. Castex-Tatum earned her bachelor's degree in business administration and her master's degree in public administration from Texas State University, and she has been an active member of Alpha Kappa Alpha Sorority, Inc., for nearly three decades; she was the first African American woman to serve on the San Marcos City Council, where she served as deputy mayor pro tem; and WHEREAS, Martha Castex-Tatum is proving herself to be a civic leader of exceptional vision and ability, and she may indeed take great pride in her record of service as she takes on the challenges and opportunities of her new position; now, therefore, be it RESOLVED, That the House of Representatives of the 87th Texas Legislature hereby congratulate Martha Castex-Tatum on her election as president of the Texas Municipal League and extend to her sincere best wishes for a successful tenure; and, be it further RESOLVED, That an official copy of this resolution be prepared for Ms. Castex-Tatum as an expression of high regard by the Texas House of Representatives.
