5 | 6 | | WHEREAS, Vice Mayor Pro Tem Martha Castex-Tatum of the City |

8 | 9 | | WHEREAS, Established in 1913, the Texas Municipal League |

9 | 10 | | seeks to empower Texas cities by providing legislative, legal, and |

10 | 11 | | training services to city governments; its 16,000 members from more |
---|
11 | 12 | | than 1,160 cities include mayors, city councilpersons, city |
---|
12 | 13 | | managers, city attorneys, and department heads; chosen as the |
---|
13 | 14 | | league's president-elect on October 15, 2020, Ms. Castex-Tatum |
---|
14 | 15 | | began serving an extended term as president when her predecessor |
---|
15 | 16 | | vacated the position early; the eighth City of Houston official to |
---|
16 | 17 | | be elected president of TML and the first president to have served |
---|
17 | 18 | | on the city councils of two Texas cities, she will hold the office |

18 | 19 | | until October 2022; she also represents the City of Houston on the |
---|
19 | 20 | | TML board of directors; and |

20 | 21 | | WHEREAS, In May 2018, Ms. Castex-Tatum won a special election |

21 | 22 | | to fill the vacant Houston City Council position for District K, and |
---|
22 | 23 | | in January 2020, she began her first four-year term on the council; |

23 | 24 | | that same month, she was unanimously elected as vice mayor pro tem |
---|
24 | 25 | | by the mayor and city council; she chairs the Economic Development |
---|
25 | 26 | | Committee and sits on the Budget and Fiscal Affairs, Ethics, |
---|
26 | 27 | | Elections and Council Governance, Housing and Community Affairs, |
---|
27 | 28 | | Regulatory and Neighborhood Affairs, and Transportation, |
---|
28 | 29 | | Technology and Infrastructure Committees; and |

29 | 30 | | WHEREAS, Ms. Castex-Tatum earned her bachelor's degree in |

30 | 31 | | business administration and her master's degree in public |
---|
31 | 32 | | administration from Texas State University, and she has been an |

32 | 33 | | active member of Alpha Kappa Alpha Sorority, Inc., for nearly three |
---|
33 | 34 | | decades; she was the first African American woman to serve on the |

34 | 35 | | San Marcos City Council, where she served as deputy mayor pro tem; |

36 | 37 | | WHEREAS, Martha Castex-Tatum is proving herself to be a civic |

37 | 38 | | leader of exceptional vision and ability, and she may indeed take |

38 | 39 | | great pride in her record of service as she takes on the challenges |

39 | 40 | | and opportunities of her new position; now, therefore, be it |

40 | 41 | | RESOLVED, That the House of Representatives of the 87th Texas |

41 | 42 | | Legislature hereby congratulate Martha Castex-Tatum on her |

43 | 44 | | her sincere best wishes for a successful tenure; and, be it further |
