| 5 | 6 | | WHEREAS, The Honorable Joel Clouser is retiring as Fort Bend |

| 6 | 7 | | County justice of the peace for Precinct 2 on June 30, 2021, drawing |

| 7 | 8 | | to a close an exemplary tenure that has spanned 28 years; and |
|---|
| 8 | 9 | | WHEREAS, First elected as justice of the peace in 1992, Judge |
|---|
| 9 | 10 | | Clouser took office on January 1, 1993; he has earned the admiration |
|---|
| 10 | 11 | | of many for his work with school administrators to reduce the number |
|---|
| 11 | 12 | | of truancy cases in the precinct as well as for his use of |
|---|
| 12 | 13 | | alternative sentencing programs that emphasize youth development; |
|---|
| 13 | 14 | | moreover, he established and oversaw the local YMCA Teen Court |
|---|
| 14 | 15 | | program, whose participants won first place in several mock trial |
|---|
| 15 | 16 | | competitions throughout the state; and |
|---|
| 16 | 17 | | WHEREAS, An engaged member of the Fort Bend community since |
|---|
| 17 | 18 | | 1980, Judge Clouser has served on the boards of a number of civic |
|---|
| 18 | 19 | | and charitable organizations, including the Clear Creek Watershed |
|---|
| 19 | 20 | | Flood Control District, the Fort Bend Independent School District |
|---|
| 20 | 21 | | Safe and Drug Free Schools Department, the Fort Bend Family YMCA, |

| 21 | 22 | | and the World Youth Foundation; he has also given generously of his |

| 22 | 23 | | time and expertise as president of the NAACP Missouri City & |

| 23 | 24 | | Vicinity Branch and as chaplain of the A. Philip Randolph Institute |

| 24 | 25 | | Tideland Chapter; in all his endeavors, he enjoys the love and |

| 25 | 26 | | support of his wife, Gloria, and their children; and |

| 26 | 27 | | WHEREAS, Judge Clouser has greatly benefited his fellow |

| 27 | 28 | | citizens through his leadership, professionalism, and commitment |

| 28 | 29 | | to excellence, and he may indeed reflect with pride on a career well |

| 29 | 30 | | spent as he begins the next exciting chapter of his life; now, |
