6 | 7 | | 2021 provides an opportunity to celebrate the enormous |

8 | 9 | | WHEREAS, In 1978, the event began as a weeklong program in |

9 | 10 | | Santa Rosa, California, sponsored by the Education Task Force of |
---|
10 | 11 | | the Sonoma County Commission on the Status of Women; the organizers |
---|
11 | 12 | | selected the week of March 8 to correspond with International |
---|
12 | 13 | | Women's Day; activities included an essay contest, presentations at |
---|
13 | 14 | | dozens of schools, and a downtown parade; and |
---|
14 | 15 | | WHEREAS, Other communities across the country were inspired |
---|
15 | 16 | | to launch their own Women's History Week celebrations the following |
---|
16 | 17 | | year; in 1980, the National Women's History Alliance led a |
---|
17 | 18 | | consortium of women's groups and historians in advocating for |
---|
18 | 19 | | national recognition, and that February, President Jimmy Carter |
---|
19 | 20 | | issued a proclamation declaring the week of March 8 to be National |
---|
20 | 21 | | Women's History Week; and |
---|
21 | 22 | | WHEREAS, In 1987, at the behest of the National Women's |

22 | 23 | | History Alliance, Congress expanded the observance to the entire |
---|
23 | 24 | | month; the alliance selects the theme each year, and for 2021, it |
---|
24 | 25 | | has chosen "Valiant Women of the Vote: Refusing to Be Silenced" to |

25 | 26 | | honor "the important roles of multicultural suffragists and voting |
---|
26 | 27 | | rights activists"; and |
---|
27 | 28 | | WHEREAS, Many historians in Texas have dedicated their |

28 | 29 | | efforts to discovering and recognizing the legacy of women in the |

29 | 30 | | Lone Star State and exploring what it means to be a Texas woman; in |

30 | 31 | | 1991 Governor Ann Richards supported this endeavor by issuing the |

31 | 32 | | first gubernatorial proclamation in the state's history to declare |
---|
32 | 33 | | March Women's History Month; and |
---|
33 | 34 | | WHEREAS, Women have played a vital role in the development of |
---|
34 | 35 | | Texas and the United States, and National Women's History Month |

35 | 36 | | provides an opportunity to acknowledge achievements that have too |

36 | 37 | | often gone unsung; now, therefore, be it |
---|
37 | 38 | | RESOLVED, That the House of Representatives of the 87th Texas |

38 | 39 | | Legislature hereby recognize March 2021 as National Women's History |
