5 | 6 | | WHEREAS, Eddie Edwards retired as Borger city manager on |

6 | 7 | | March 31, 2021, drawing to a close an exemplary 41-year career with |

7 | 8 | | the municipal government; and |
---|
8 | 9 | | WHEREAS, Born and raised in Borger, Mr. Edwards joined the |
---|
9 | 10 | | city in 1980 as a water maintenance supervisor and rose to become |
---|
10 | 11 | | assistant utilities director; in 2006, he was named assistant city |
---|
11 | 12 | | manager and human resources director, and he was appointed city |
---|
12 | 13 | | manager four years later; his outstanding tenure saw such major |
---|
13 | 14 | | developments as the $35 million Northwest Wellfield Project, which |
---|
14 | 15 | | brought close to a billion dollars in industrial investment into |
---|
15 | 16 | | the community and substantially increased the tax bases of |
---|
16 | 17 | | Hutchinson County, the Borger Independent School District, the |
---|
17 | 18 | | Frank Phillips College District, and the Hutchinson County Hospital |
---|
18 | 19 | | District; and |
---|
19 | 20 | | WHEREAS, Mr. Edwards also oversaw renovations to the Borger |
---|
20 | 21 | | Central Fire Station and the purchase and renovation of the |
---|
21 | 22 | | building that now serves as the police station; moreover, the old |
---|
22 | 23 | | police station was converted into the Borger Municipal Building, |
---|
23 | 24 | | which today houses the municipal court and the city's regional |
---|
24 | 25 | | communications center; and |
---|
25 | 26 | | WHEREAS, Exercising sound fiscal judgment, Mr. Edwards was |
---|
26 | 27 | | instrumental in the increase of the city's financial reserves from |
---|
27 | 28 | | $1.5 million to approximately $10 million; the Boomtown 2040 |
---|
28 | 29 | | Long-Range Comprehensive Plan was completed, and in 2018, the city |
---|
29 | 30 | | council adopted a new mission and vision statement; in partnership |
---|
30 | 31 | | with the county, the city acquired property for a convention and |
---|
31 | 32 | | civic center and completed preparations for the groundbreaking; his |
---|
32 | 33 | | many accolades include the Goodwin Regional Public Administrator |
---|
33 | 34 | | Award from the Panhandle Regional Planning Commission, and he was a |
---|
34 | 35 | | member of the American Water Works Association and Texas City |
---|
35 | 36 | | Management Association, among other professional organizations; |
---|
36 | 37 | | and |

37 | 38 | | WHEREAS, Mr. Edwards will continue to serve his fellow |
---|
38 | 39 | | citizens in his new role as city manager emeritus; in all his |
---|
39 | 40 | | endeavors, he enjoys the love and support of his wife, Cambden |
---|
40 | 41 | | Edwards, and he takes great pride in their sons, Thomas and his |
---|
41 | 42 | | wife, Julie, and James and his wife, Crysann, and in their |
---|
42 | 43 | | grandchildren; and |
---|
43 | 44 | | WHEREAS, A strong and dynamic leader, Eddie Edwards helped |
---|
44 | 45 | | guide Borger through a period of tremendous progress, and his |
---|
45 | 46 | | accomplishments have produced results of lasting benefit to area |
---|
46 | 47 | | residents; now, therefore, be it |
---|
47 | 48 | | RESOLVED, That the House of Representatives of the 87th Texas |
---|
48 | 49 | | Legislature hereby congratulate Eddie Edwards on his retirement as |
---|
49 | 50 | | Borger city manager and extend to him sincere best wishes for the |
---|
50 | 51 | | future; and, be it further |

51 | 52 | | RESOLVED, That an official copy of this resolution be |
