45 R E S O L U T I O N
56 WHEREAS, Eddie Edwards retired as Borger city manager on
67 March 31, 2021, drawing to a close an exemplary 41-year career with
78 the municipal government; and
89 WHEREAS, Born and raised in Borger, Mr. Edwards joined the
910 city in 1980 as a water maintenance supervisor and rose to become
1011 assistant utilities director; in 2006, he was named assistant city
1112 manager and human resources director, and he was appointed city
1213 manager four years later; his outstanding tenure saw such major
1314 developments as the $35 million Northwest Wellfield Project, which
1415 brought close to a billion dollars in industrial investment into
1516 the community and substantially increased the tax bases of
1617 Hutchinson County, the Borger Independent School District, the
1718 Frank Phillips College District, and the Hutchinson County Hospital
1819 District; and
1920 WHEREAS, Mr. Edwards also oversaw renovations to the Borger
2021 Central Fire Station and the purchase and renovation of the
2122 building that now serves as the police station; moreover, the old
2223 police station was converted into the Borger Municipal Building,
2324 which today houses the municipal court and the city's regional
2425 communications center; and
2526 WHEREAS, Exercising sound fiscal judgment, Mr. Edwards was
2627 instrumental in the increase of the city's financial reserves from
2728 $1.5 million to approximately $10 million; the Boomtown 2040
2829 Long-Range Comprehensive Plan was completed, and in 2018, the city
2930 council adopted a new mission and vision statement; in partnership
3031 with the county, the city acquired property for a convention and
3132 civic center and completed preparations for the groundbreaking; his
3233 many accolades include the Goodwin Regional Public Administrator
3334 Award from the Panhandle Regional Planning Commission, and he was a
3435 member of the American Water Works Association and Texas City
3536 Management Association, among other professional organizations;
3637 and
3738 WHEREAS, Mr. Edwards will continue to serve his fellow
3839 citizens in his new role as city manager emeritus; in all his
3940 endeavors, he enjoys the love and support of his wife, Cambden
4041 Edwards, and he takes great pride in their sons, Thomas and his
4142 wife, Julie, and James and his wife, Crysann, and in their
4243 grandchildren; and
4344 WHEREAS, A strong and dynamic leader, Eddie Edwards helped
4445 guide Borger through a period of tremendous progress, and his
4546 accomplishments have produced results of lasting benefit to area
4647 residents; now, therefore, be it
4748 RESOLVED, That the House of Representatives of the 87th Texas
4849 Legislature hereby congratulate Eddie Edwards on his retirement as
4950 Borger city manager and extend to him sincere best wishes for the
5051 future; and, be it further
5152 RESOLVED, That an official copy of this resolution be
5253 prepared for Mr. Edwards as an expression of high regard by the
5354 Texas House of Representatives.
